Description of requirement
THIS CONTRACT IS FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT (EIS), FOR SECTION 8B FOOTHILLS PARKWAY, SEVIER AND COCKE COUNTIES, TN. THE ENVIRONMENTAL REPORT (ER) DATED JANUARY 1999, PREPARED BY OAK RIDGE LABORATORY FOR THE NPS (ATTACHED), AND THE FOOTHILLS PARKWAY ANALYSIS REPORT, PREPARED IN 2002 BY WILBUR-SMITH ASSOCIATES (WSA), WILL BE UTILIZED TO THE EXTENT POSSIBLE TO MEET MANY OF THE REQUIREMENTS OF INFORMATION GATHERING AND PREPARATION OF THE EXISTING CONDITIONS AND IMPACT ANALYSIS FOR THIS EIS. RELEVANT INFORMATION CONTAINED IN THE ER AND THE FOOTHILLS PARKWAY ANALYSIS (2002) WILL BE UTILIZED BY THE CONTRACTOR TO PREPARE FOR, AND INCORPORATE INTO, THE EIS. THE PRELIMINARY DESIGN ALTERNATIVES PREPARED BY EFLHD (GOVERNMENT) WILL ALSO SERVE AS THE PRELIMINARY DESIGN FOR THIS EIS. NO ADDITIONAL PRELIMINARY DESIGN IS ANTICIPATED FOR THIS CONTRACT. ELECTRONIC AND HARD COPIES OF THE ER AND HARD COPIES OF THE PRELIMINARY DESIGN ARE INCLUDED WITH THIS DESCRIPTION OF SERVICES.
