CURRENTLY THE FRA'S CUSTOM WAYBILL APPLICATION IS DEVELOPED ON ARCGIS 9.3.1 ON WINDOWS XP USING MICROSOFT 2007 ACCESS DATABASE. THE PRIMARY PURPOSE OF THIS CONTRACT IS TO MIGRATE THE CURRENT WAYBILL APPLICATION TO ESRI S ARCGIS 10 SP 1 SOFTWARE ON A WINDOWS 7 PLATFORM. USDOT'S OPERATING SYSTEMS ARE BEING MIGRATED FROM XP TO MICROSOFT 2007 AND THE CURRENT APPLICATION WILL NOT BE SUPPORTED.
