Description of requirement
IGF::OT::IGF - OTHER FUNCTIONS CONDUCT AN EXPERT REVIEW OF THE US EPA SMARTWAY TRUCK TOOL TO DETERMINE ITS COMPATIBILITY WITH THE WORLD RESOURCE INSTITUTE (WRI)S GHG PROTOCOL CORPORATE ACCOUNTING STANDARD. THIS REVIEW IS A NECESSARY PREREQUISITE TO EPA BEING GRANTED RIGHTS BY WRI TO USE THE WRI BUILT ON GHG PROTOCOL MARK IN CONJUNCTION WITH ITS SMARTWAY TRUCK TOOL. EPA DESIRES TO USE THE WRI MARK IN CONJUNCTION WITH ITS TRUCK TOOL AS USING THE MARK WILL POSITION SMARTWAY TO BE INTEGRATED WITH OTHER GLOBAL CARBON ACCOUNTING PROTOCOLS THAT RELY UPON OR OTHERWISE LINK TO THE WRIS GHG PROTOCOL. (HOWEVER, CONDUCTING THIS REVIEW OF THE SMARTWAY TRUCK TOOL AND MAKING A DETERMINATION OF ITS CONFORMITY WITH THE WRI GREENHOUSE GAS PROTOCOL WILL NOT, IN ITSELF, CONFER ANY RIGHTS TO EPA REGARDING THE USE OF THE WRI GREENHOUSE GAS PROTOCOL MARK.) THIS REVIEW WILL CONSIST OF AN INITIAL AND COMPREHENSIVE REVIEW OF THE SMARTWAY TRUCK CARRIER TOOL; DEVELOPMENT AND SUBMISSION OF WRITTEN COMMENTS TO EPA OUTLINING THE DEGREE OF CONFORMANCE OF THE SMARTWAY TOOLS CONTENT, ASSUMPTIONS AND METHODOLOGIES WITH THOSE OF THE GHG PROTOCOL STANDARD FOR FREIGHT TRANSPORTATION, AND RECOMMENDED CHANGES TO ACHIEVE CONFORMANCE WITH THE WRI STANDARD; AND A FINAL REVIEW TO DETERMINE WHETHER THE CHANGES NEEDED TO ACHIEVE CONFORMANCE WITH THE WRI STANDARD HAVE BEEN INCORPORATED INTO THE TOOL. EPA WILL PROVIDE THE TOOLS TO THE VENDOR AND WORK WITH THE VENDOR AS NEEDED TO ADDRESS ANY QUESTIONS AND CLARIFY ANY TECHNICAL ISSUES PRIOR TO THE FINAL REVIEW AND DETERMINATION
