Description of requirement

THIS TASK ORDER IS FOR EXECUTIVE CONSULTING SERVICES PER ATTACHMENT 1 - STATEMENT OF WORK. SCIENCE AND MISSION SYSTEMS IS UNDERGOING AN IN-DEPTH REVIEW OF ITS OPERATIONAL AND STRATEGIC ROLE AT MSFC AND WITHIN NASA. A COMPLETED STRATEGIC PLAN, AN ORGANIZATIONAL STRUCTURE, AND IMPLEMENTATION PLAN AVAILABLE FOR CENTER REVIEW AND APPROVAL IN TIME FOR IMPLEMENTATION AT THE BEGINNING OF FY10 IS REQUIRED. CURRENT ACTIVITIES ARE SERIOUSLY HINDERED DUE TO RECENT DEPARTURE OF KEY LEADERSHIP PERSONNEL, THREATENING IMPLEMENTATION BY FY10. EXECUTIVE CONSULTING SERVICES ARE REQUIRED TO ASSIST ORGANIZATIONAL LEADERSHIP IN THE DEVELOPMENT OF A STRATEGIC PLAN TO MEET THE GOALS AND MISSION OF MARSHALL AND NASA, AN APPROPRIATE SUPPORTING ORGANIZATIONAL DESIGN TO MEET THE PLAN, AND AN IMPLEMENTATION PLAN TO SUPPORT THE OBJECTIVE DATE. IN ADDITION, THE CONSULTING SERVICE WILL GUIDE SCIENCE AND MISSION SYSTEMS LEADERSHIP THROUGH AN ADVOCACY STRATEGY TO ULTIMATELY RESULT IN CENTER LEADERSHIP CONCURRENCE AND FISCAL SUPPORT FOR THE PLANS.
