As described in the attached FAR 52.212-2, The Army will adopt aspects of FAR Part 15 evaluation procedures. Considering the novel, and commercial, nature of these services this is deemed necessary to balance fairness, transparency, and competition with the interests of expediency and flexibility
3. Description of Requirement
CPE ST3 has a need for Agile Professional Services (APS) support services to provide the organization with the ability to augment its Military and Government Civilian workforce in order to execute its mission. The services will be limited to providing professional support services, under a Performance Based Services model, to CPE ST3 and CPE ST3 customers for limited requirements which are related to CPE ST3’s mission. Since its inception, CPE ST3 has relied on contractor support to conduct its mission in all phases of life cycle management due to insufficient personnel within the organization to successfully perform the required services. This model of a Government footprint with a scalable contractor workforce has enabled CPE ST3 to be very flexible and agile in its mission to support the changing needs of the Army.
The services to be performed will include related activities in support of all aspects of providing responsive integrated and interoperable infrastructure for simulation, training, testing, and threat solutions. APS support services are required for effective, efficient, and responsive full lifecycle management of efforts to include, but not limited to: vision statements and doctrine, development of architectures, program support (e.g., acquisition and budget planning, business and financial programming and execution, modeling, simulation, simulator, training device, and instrumentation development, documentation, fielding and execution, system analysis and integration, integrated logistics support, strategic planning, contingency and mission support, security cooperation/international relations, program oversight, independent verification validation and test evaluation, prototype development, sustainment and operations, and analysis of emerging technologies support), and subject matter experts on military tactics, techniques, and procedures. Potential areas of growth are envisioned but not limited to be in the areas of Cyber and Information Warfare, Robotics, Unmanned Vehicles, Home Station Training, Multi-Sensory Simulation, Artificial Intelligence, Hypersonics, Directed Energy, Electronic Warfare, Autonomous Systems, Multi-Domain Integration, Target and Threat Systems, Environment Modeling, Human Performance Training, Security Cooperation, Nuclear Engineering, and Medical Training.
The critical performance requirement is the successful development and transition of CPE ST3 from a traditional, staffing-based support model to a task-based, outcome-driven Agile delivery framework that is to be developed by the Performer. Success will be measured by the contractor's ability to develop and iterate, through performance under the resultant contract, a framework that both provides the following, and is able to be replicated across future requirements.
4. Period of Performance / Performance Locations:
Total Performance Period shall not exceed 66-months:
• Base Period – (15-Feb-27 to 14-Aug-27) Agile Development and Transition In

- Link Validity: Once the Government processes your request, you will receive an automated email from DoD SAFE containing a unique link and instructions. This link is valid for exactly 14 days from the date of receipt.
WARNING: The Government will not be held responsible for late proposals resulting from an offeror's failure to request a drop-off link by the established deadline.
c. Submission Protocol
Upon receipt of the automated DoD SAFE email link:
- Click the link inside the automated email to access the secure upload portal.

- Upload Buffer: Depending on your network speed and the size of your proposal volumes, uploads can take time. Offerors are highly encouraged to start their upload several hours before the deadline. THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is hereby issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203 to announce the Government's intent to increase the programmatic ordering ceiling of the Mission Training Complex Capability Support (MTCCS) II, Multiple Award Task Order Contract (MATOC), by $129M on a noncompetitive basis. Services under this MATOC encompass non-personal operational, technical, administrative, and program management services supporting individual through collective MC training. The ceiling increase applies across the existing MTCCS II MATOC suite comprising the following base contracts: Base Contract Contractor W900KK-24-D-0003 Booz Allen Hamilton Inc W900KK-24-D-0004 CSA Global LLC W900KK-24-D-0005 General Dynamics Information Technology W900KK-24-D-0006 Northrop Grumman Systems Corporation W900KK-24-D-0007 Phoenix Logistics LLC W900KK-24-D-0008 Valiant Global Defense Services Inc. W900KK-24-D-0009 Applied Training Solutions LLC W900KK-24-D-0010 Core Government Services Corporation W900KK-24-D-0015 Veteran's First LLC W900KK-24-D-0014 Nemean Trideum Joint Venture LLC W900KK24D0012 Evocati Solutions JV W900KK24D0013 Liberty Business Solutions W900KK24D0020 Thalin W900KK24D0022 Gemini Technical Services The Army Contracting Command Aberdeen Proving Ground Orlando Division (ACC-APG-ORL) and the U.S Army Combined Arms Center have identified a critical need to increase the MTCCS II MATOC cumulative ceiling to ensure uninterrupted execution of the Army’s Mission Training Command (MTC) Program. The contemplated $129M ceiling increase is necessitated by environmental landscape changes and operational training demands, guaranteeing the continuation of vital Mission Command (MC) training delivered to units throughout the Army. Due to the ongoing operational tempo and specialized scope of work, no other contractors are currently positioned to assemble and mobilize the required administrative infrastructure, program management, and subject matter experts without creating an unacceptable mission lapse. Awarding the requirement to any sources other than the established MTCCS II contract holders would cause significant disruption of ongoing mission-critical training services. This is not a request for competitive quotes. The Government intends to award a sole source action to increase the MTCCS II contract ceilings under statutory authority 10 U.S.C. 3204(a)(1) as set forth in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested firms that believe they possess the capabilities to satisfy the requirement may submit a written capability statement. Responding contractors must be registered in the System for Award Management (SAM) at sam.gov. All responses must be submitted no later than the Response Date and Time identified above. Email responses directly to the Contract Specialist, Guillermo Santiago-Sosa, at Guillermo.j.santiagososa.civ@army.mil. A determination by the Government not to compete this proposed contract action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Telephone inquiries will not be accepted. | Special Notice | 541990 | No Set-Aside | 09/16/2026 | 10/01/2026 | Orlando, FL | |
