The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement at the Big Island National Wildlife Refuge Complex/Hakalau Forest National Wildlife Refuge (Hawaii County) in Hilo, Hawaii for heavy equipment and operators to maintain approximately 60 miles of dirt and gravel roads. Equipment will include but is not limited to the following: crawler-dozer, excavator, wheel loader, all-wheel drive or articulated big-wheel dump trucks. The Government intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts but reserves the right to award only one IDIQ Contract. The Government shall compete future task order requirements among the IDIQ Contract awardees. The Government shall evaluate offers and select the awardees utilizing the Best Value Continuum in accordance with FAR 15.101-1- Tradeoff Process. All evaluation factors and significant sub factors that will affect contract award and their relative importance will be clearly stated in the solicitation. The coverage area includes the Hakalau Forest National Wildlife Refuge and the Kona Forest Unit. Work to be performed under the IDIQ's will be within North American Industry Classification System (NAICS) codes 237990, Other Heavy and Civil Engineering Construction (size standard $33.5 million) and 237310, Highway, Street, and Bridge Construction (size standard $33.5 million). Individual task orders may range between (estimated) $2,000 - $500,000. Each IDIQ contract awarded will contain a basic 12-month period and four, 12-month option periods. The total minimum and maximum quantity of services the Government will acquire under the contract(s) will be stated in the solicitation. In accordance with the Small Business Competitiveness Demonstration Program under 19.10 of the Federal Acquisition Regulation, this acquisition is unrestricted (open to large and small businesses).
