Posting this combined synopsis/solicitation satisfies the publicizing requirement under FAR 5.202(a)(13) because the solicitation is accessible via SAM.gov and permits electronic responses.

Solicitation number 12314426Q0277 is issued as a Request for Quotation (RFQ) for USDA Animal and Plant Health Inspection Services (APHIS)  and National Bio and Argo‑Defense Facility (NBAF) requires OceaView LoRaWAN gateway hardware to support NBAF’s OceaView monitoring ecosystem. Gateways must be OEM-provisioned with proprietary OceaView firmware, necessary for integration with OceaView, OCEAlert, and OceaFog platforms.
