Danger/Hazard Tree Removal from Catastrophic Fires in Oregon

The USDA FS intends to establish multiple award Blanket Purchase Agreements (BPAs) to remove danger/hazard trees that are a safety issue as a result of numerous large wildfires in the state of Oregon. The work is along roads that are throughout the fire perimeter on a variety of complex terrain that requires specialized equipment to perform the work in a safe and efficient manner. These trees need to be removed for the safety of employees, cooperators, contractors, and the public. The nature of the work requires the contractor personnel to be well qualified in the profession of felling trees, stacking, decking and hauling. The types of equipment needed may include a combination of Harvester, Forwarder, rubber tire Skidder, tracked Skidder, Shovel or Log Loader, Danglehead Processor, Yoder/Yarder, Feller Buncher, Log Truck, transport etc.... A parent BPA will be established from this solicitation as will two BPA Calls against the parent BPA. The 2 BPA calls pricing will be used to establish fair and reasonable pricing for the parent BPA. Then the two calls will be awarded immediately after the parent BPA has been awarded. This action is being solicited under NAICS code 115310 Support Activities for Forestry, sub category, Fuels Management Services with a size standard of $20.5M. Due to the Unusual and Compelling Urgency the quotes for this action will have a very short turn around time.
