Bulk Propane Delivery Services – Howard Hanson Dam and Mud Mountain Dam, Washington
NAICS Code: 325120 – Industrial Gas Manufacturing

THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. This notice is not a solicitation, request for quotation, request for proposal, or commitment by the U.S. Army Corps of Engineers (USACE) to issue a solicitation, award a Blanket Purchase Agreement (BPA), or reimburse respondents for any costs incurred in responding.

 1. Purpose

The U.S. Army Corps of Engineers, Seattle District, is conducting market research to identify responsible and capable sources that can provide bulk propane delivery services to the following Government facilities in Washington State:

Howard Hanson Dam, 36932 SE Green River Headworks Road, Ravensdale, WA 98051
Mud Mountain Dam, 30525 SE Mud Mountain Road, Enumclaw, WA 98022-8010

USACE anticipates establishing one or more commercial Blanket Purchase Agreements (BPAs) to support recurring propane requirements. The Government anticipates placing BPA calls as needed for tank refills during the BPA ordering period.

The Government is using NAICS 325120, Industrial Gas Manufacturing, for purposes of this market research. Interested parties should identify the NAICS code(s) and size standard under which they consider themselves eligible for this requirement.

2. Anticipated Requirement

The anticipated requirement is for the delivery of commercial bulk propane to Government-owned or Government-designated propane tanks at Howard Hanson Dam and Mud Mountain Dam.

The anticipated services may include:

- Emergency and/or after-hours propane deliveries;
- Delivery to multiple sites under individual BPA calls;
- Delivery-ticket documentation showing, at a minimum, date and time of delivery, delivery location, quantity delivered in gallons, unit price, applicable fees, and total price;
- Compliance with applicable safety, transportation, environmental, and site-access requirements;
- Coordination with designated Government points of contact;
- Optional tank-level monitoring or vendor-managed delivery services, if commercially available and proposed.

The Government anticipates that refill quantities, timing, and annual consumption may vary based on weather, operational requirements, and tank capacity. The Government does not guarantee any minimum quantity of propane or minimum number of calls.

Estimated annual gallons, anticipated tank sizes, historical usage data, delivery access information, and anticipated BPA ordering period may be provided in any future solicitation, if issued.
