ANTARCTIC LOGISTICAL SUPPORT SERVICES

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a). Due to the unique and highly specialized nature of the services only one source is capable of providing the services required at the level of quality required for the entire scope of work. The Antarctic Ecosystem Research Division (AERD) of NOAA's National Marine Fisheries Service (NMFS) requires logistical support services for its research activities in Antarctica and surrounding regions. Shore-based port and vessel logistical services originating in Punta Arenas, Chile are required, in support of NOAA Antarctic research parties that will conduct vessel-based surveys and who travel to field camps beginning in September 2019. Port logistical support is needed annually between 2019 and 2024, throughout the entire year, and encompassing researcher deployment to camp closures and including shoulder seasons. Services include receiving sea and air shipments, providing secure storage for a variety of scientific and field equipment, delivering produce, gasoline, propane, medical grade oxygen and similar supplies, logistics vessel support for remote field camps (opening, closing and resupply), and other support as needed. This procurement is being conducted under contracting by under FAR 13.501(a). The North American Industry Classification System (NAICS) code for these item is 488999. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Thursday, August 8, 2019 at 2:00 p.m. Pacific Time. The government intends to issue a single award indefinite delivery/indefinite quantity contract with firm-fixed price orders for a five year performance period for September 2019 through September 2024 with Agencias Universales SA.
