Description

USGS Pile driving services IDIQ Construction - installation and removal of Acoustic Telemetry Stations throughout California Delta The U.S. Geological Survey (USGS), California Water Science Center has a requirement for pile driving construction services for the installation and removal of Acoustic Telemetry Stations throughout Sacramento-San Joaquin Delta, in the Lower Sacramento River, and the lower San Joaquin River. USGS operates and maintains a monitoring network in the Sacramento-San Joaquin Delta since the 1970 s and over time, as technology improved, and monitoring needs changed, the network has expanded to include more locations and additional parameters. The overarching goal is to collect flow, water quality, and fish movement data at stations throughout the region. To support this monitoring objective, there is a need for infrastructure maintenance or modification at some of our existing stations and a need for additional infrastructure at new locations. This action will be an indefinite-delivery, indefinite-quantity contract under which task orders for individual or groups of sites can be issued. All relevant project documents will be made available electronically to interested parties at no charge with the Request for Proposals (RFP). We expect the RFP to be available in late July 2021 with proposals due approximately 30 days thereafter. The ordering period will be five (5) years and the total ceiling of the contract (sum of all orders) shall not exceed $7M. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. No offer guarantee is required with proposals. Contractors will be required to obtain payment and/or performance bonds at the task order level depending on value of work in progress. We intend to award an indefinite-delivery, indefinite-quantity contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 15 (Contracting by Negotiation) and 36 (Construction and Architect-Engineer Contracts.) The applicable product/service code is Y1PZ, construct of structures/facilities. The applicable NAICS code is 238910, site preparation contractors, size standard $16.5 million annually. This acquisition is reserved exclusively for participation by small business concerns. Prospective contractors do not need to respond to this pre-solicitation notice. Questions or concerns should be submitted to the Contracting Officer, Nik Lushenko, 916-278-9331 or nlushenko@usgs.gov.
