AE IDIQ IMR Request for Qualifications

SOLICITATION 140P2018R0124 AMENDMENT 0002 AE IDIQ INTERMOUNTAIN REGION REQUEST FOR QUALIFICATIONS CLARIFICATION: The predominance of work under this contract is in Architecture. The Prime firm can be led by, and include disciplines other than architecture (i.e. engineering, landscape, etc.). The prime firm is not required to have NAICS Code 531310 in their sam.gov profile; however the prime firm is required to meet the size standard for small business status under NAICS Code 531310 of $7.5M. This size standard is lower than the size standard for engineering services. Prime firms must also meet the requirements of FAR 52.219-14 Limitations on Subcontracting that is 50% of the cost of contract performance incurred for personnel shall be expended by small business firms. 1.QUESTION Under X Technical Evaluation Criteria, B Team Project Performance: "Demonstrate ability to provide quality products and services, experience, and technical competence in the type of work required under this contract as described in Section II above. Provide the following on five projects completed within the last five (5) years with at least one project being in construction at this time." What projects are you referring to - NPS projects OR 5 Past Performance Questionnaire projects OR 5 completely different projects (similar in scope to those required by the NPS) and performed by our firm over the past 5 years)? ANSWER: The 5 projects do not have to be National Park Service Projects. The five projects submitted in the narrative under X.B should be the same as those listed in the Past Performance Questionnaire. 2. QUESTION: We see that this requirement is listed under NAICS Code 541310 for Architectural Services. Would the Government considering NAICS Code 541330 to the requirement as there are a number of Core Team Disciplines that require Professional Engineering Services? ANSWER: See Clarification above. 3. QUESTION: Can you confirm that: "C.A completed Standard Form330 Part II for each firm (prime and subconsultants)," Requires sections E, F, G and H from the prime and each subconsultant? Or just part A and B and C from the Prime? ANSWER: Please refer to XI. Submission Requirements B. and C. Complete entire form for entire team. 4. QUESTION: Can you please provide additional information regarding the team matrix described in Section X 3 and XI D 2, of the AE IDIQ Qualifications? Is this a Team Matrix in addition to the SF 330 Matrix? If so what categories or information should the two axis contain, i.e. disciplines, firms, locations, projects, etc.? ANSWER: The SF330 Matrix can suffice for the Team Matrix. 5. QUESTION: Is the prime required to have an office in the specified geographic region? ANSWER: No, this is not a requirement.
