Description

The Federal Bureau of Prisons (BOP), USP Canaan, requires the furnishing and delivery of emergency lighting inverter systems and factory-authorized startup services.

The Government shall perform installation under separate means. The Contractor shall not perform installation, demolition, wiring, removal of existing equipment, conduit work, or electrical construction.

The products identified below are being procured on a Brand Name or Equal basis. Equal products must meet all salient characteristics contained in attached PWS for Myers Power Systems.

To be considered for award, offers of 'equal' products must submit all descriptive literature and technical data necessary for the Contracting Officer to determine whether the product meets the salient characteristics specified in this solicitation. The submission must include the exact make, model, and manufacturer, alongside a cross-reference confirming compliance with each listed characteristic. Failure to provide sufficient technical evidence will result in the quote being determined technically unacceptable.

Evaluation Factors

Award will be made to the responsible offeror whose quotation represents the Best Value to the Government.

The Government will evaluate quotations based on the following factors:

Technical Compliance- The degree to which the proposed equipment meets or exceeds the salient characteristics and technical requirements identified in this solicitation, including the adequacy and completeness of supporting technical documentation and compliance with the Brand Name or Equal requirements.

Delivery Schedule-The offeror's ability to meet or improve upon the Government's required delivery schedule, including proposed lead times for equipment delivery and startup services.

Price-The total evaluated price for all CLINs.

Past Performance- The Government may consider an offeror's past performance in supplying and delivering products similar in scope and complexity to the requirements of this solicitation. Evaluation may include the offeror's history of meeting delivery commitments, providing complete and accurate shipments, responding to customer concerns, and overall performance associated with the delivery of comparable equipment.

Technical Compliance, Delivery Schedule, and Price, Past Performance will be considered in determining the quotation that represents the Best Value to the Government.

The Government may award to other than the lowest-priced offeror if the additional value associated with a higher-rated quotation warrants the additional cost.

Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at https://www.sam.gov/. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be available on or after November 6, 2026, with a due date of November 20, 2026 4:00 p.m. EST

The solicitation will be distributed solely through the SAM beta.gov web site https://beta.sam.gov/ Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.

Offerors must maintain an active registration in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI) at the time of quotation submission and throughout contract performance.

To be eligible for award, an offeror must be identified in SAM as a small business concern under NAICS Code 335999. The Government will verify the offeror's SAM registration, UEI, size status, and exclusion records prior to award.

Offerors shall include their UEI in their quotation and on any solicitation response forms submitted to the Government.

Failure to maintain an active SAM registration, possess a valid UEI, or qualify as a small business concern under the applicable NAICS code may render the quotation ineligible for award.

Instructions to Offerors

Offerors shall submit a completed Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Products and Commercial Services, with their quotation.

The offeror's Unique Entity Identifier (UEI) shall be entered in Block 17a of the SF 1449. The UEI provided on the SF 1449 must match the offeror's active registration in the System for Award Management (SAM).

Offerors shall include all technical documentation, product literature, warranty information, delivery lead times, and pricing necessary for the Government to evaluate the quotation.

The Government will verify the apparent successful offeror's SAM registration, UEI, business size status, and eligibility for award prior to contract award. Failure to provide a completed SF 1449, including a valid UEI in Block 17a, may render a quotation ineligible for award.
