Description
The US Army Corps of Engineers (USACE) Mission Support Battalion (UMSB) is seeking information from industry to determine the capabilities of industry and determine interested sources for a new requirement. This is a Sources Sought Notice for Market Research purposes only. This is not a request for proposals. The Government will not reimburse for any costs incurred to submit a response to this Sources Sought Notice. The Government reserves the right to reject in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform respondents of the results of this survey.
It is anticipated that a contract will be award using RFO FAR 12 as supplemented by RFO FAR 13 and 15 as appropriate. Interested sources should respond to the attached questionnaire and submit a Statement of Qualifications to help facilitate the Government's market research. The Government will analyze all of the responses and determine if this requirement is suitable to do a total or partial set-aside for small businesses.
If the pool of small businesses is insufficient, the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions.
The Headquarters, USACE (HQUSACE) Engineering and Construction Division is requesting Contractor support services for enterprise Construction Management System User Training. This is managed by the Headquarters USACE Construction Management Innovation Office (CMIO) and the Construction Management Technology Modernization Office (CM TMO).
The Resident Management System (RMS) is a USACE application used to document and manage USACE contracts worldwide. RMS will be replaced by the new Construction Management Platform (CMP) application. The launch of the new CMP requires comprehensive training for engineering, construction, project management, and support personnel, as well as external contractors and stakeholders to ensure a smooth transition and full user adoption.
At the conclusion of the training, participants will be able to:
- Navigate CMP interface with confidence
- Effectively log interactions and track action items
- Utilize applications from the CMP dashboard
It is anticipated a firm fixed price commercial service contract will be awarded to a Contractor to provide the required support to HQ USACE.
Please submit a brief statement detailing your qualifications to provide the required services. The brief statement should not exceed 15 pages (exclusive of a table of contents or a key person(nel) resume). Please provide details as to whether you have any GWAC vehicles that may be applicable to this procurement. Please complete the attached questionnaire as a separate attachment from your brief statement. The statement may be completed in MS Word or Adobe PDF. Submission via email to the point of contact listed for this notice, Mr. David A. Kaplan, is required. No phone calls will be accepted or answered.
Amendment 001 is to add two attachments to the Performance Work Statement.
