Description

The purpose of this amendment 01 is to provide a revise RFQ with a revised SOW.

The National Institute for Occupational Safety and Health (NIOSH) operates basic science research facilities in Cincinnati, Ohio; Morgantown, West Virginia; Pittsburgh, Pennsylvania; and Spokane, Washington. Each location generates hazardous, universal, and other regulated waste through research and laboratory operations.

Each location is considered a Small Quantity Generator of hazardous waste. The approximate average monthly quantities generated are:

Location

Approximate Monthly Quantity

Cincinnati, Ohio

100 pounds

Morgantown, West Virginia

500 pounds

Pittsburgh, Pennsylvania

150 pounds

Spokane, Washington

50 pounds

Each location shall be treated as a separate job site. Hazardous waste shall be collected quarterly from designated collection areas. Contractor personnel shall not be required to enter individual laboratories.

The acquisition is being pursued to obtain compliant collection, packaging, transportation, documentation, treatment, and final disposal services for waste generated at NIOSH facilities. The contractor shall provide complete cradle-to-final-disposal services and maintain the documentation necessary to demonstrate proper management of each waste stream.

Performance shall comply with all applicable Federal, state, and local laws and regulations, including, as applicable, the Resource Conservation and Recovery Act, the Toxic Substances Control Act, the Occupational Safety and Health Act, the Hazardous Materials Transportation Act, applicable United States Department of Transportation regulations in 49 CFR Parts 100–199, and applicable requirements in 40 CFR Parts 261 and 264/265.

PURPOSE/OBJECTIVE

The purpose of this acquisition is to obtain safe, lawful, and fully documented management of hazardous, universal, and other regulated waste generated at four NIOSH research facilities.

The contractor shall provide all personnel, labor, supervision, transportation, packaging, equipment, supplies, supplies, permits, licenses, analysis, documentation, and other resources necessary to:

  • Collect waste from designated collection areas;
  • Package and label waste for shipment;
  • Prepare and process required manifests and shipping documents;
  • Transport waste in compliance with applicable requirements;
  • Determine appropriate treatment or disposal methods;
  • Ensure waste is delivered to properly permitted facilities;
  • Complete final treatment or final disposal; and
  • Provide documentation and audit trails demonstrating the ultimate disposition of each waste item.

The contractor shall perform all work in a safe, prudent, conscientious, and professional manner. Work shall be performed during NIOSH normal working hours and shall comply with all applicable safety, environmental, transportation, and security requirements.

SCOPE OF WORK

The contractor shall provide quarterly removal of listed waste streams for the Cincinnati, Morgantown, Pittsburgh, and Spokane NIOSH locations. Each site shall be considered a separate job for scheduling, pickup, invoicing, documentation, and performance purposes.

The contractor shall not be required to enter individual laboratories.

All hazardous chemicals waste, universal waste, additional waste listed below, and gas cylinders are not associated with all four sites.

Waste may include the following:

  1. Hazardous chemical waste
    • Flammable liquids, including alcohol, xylene, acetonitrile, and ethyl acetate;
    • Non-pouring flammables, including gas cylinders, solids, and metal powders;
    • Inorganic and organic acids;
    • Inorganic and organic bases;
    • Oxidizers;
    • Solid metals and metal powders;
    • U-listed and P-listed wastes;
    • Peroxides and reactive waste;
    • Mercury compounds;
    • Non-RCRA solids and liquids;
    • Dioxin;
    • Pentachlorophenol and polychlorinated biphenyl waste;
    • Flammable aerosols;
    • Formaldehyde, formaldehyde solutions, and glutaraldehyde-containing tissue specimens;
    • Small quantities of explosives, generally from 1 to 1,000 grams;
    • Paints;
    • Sodium cacodylate;
    • Potassium cacodylate;
    • Waste oil; and
    • Used or expired self-contained self-rescuer cartridges.
  2. Universal waste
    • Batteries;
    • Pesticides;
    • Mercury-containing equipment;
    • Lamps; and
    • Aerosol cans.
  3. Additional waste
    • Used oils;
    • Charcoal filters; and
    • Aqueous waste.
  4. Gas cylinders
    • Toxic, corrosive, flammable, oxidizing, or refrigerant gas cylinders;
    • Majority of cylinders are high pressure steel, 9-10”D X 48-51”H
    • Some cylinders in Pittsburgh have unidentified contents.

Gas-cylinder removal shall be provided as a separate line item. The estimated quantities are:
