PR Data Cabling Project

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items or Services”, and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This solicitation number is 205AE9-26-Q-00010 and is issued as a Request for Quote (RFQ). The IRS seeks contractor support to upgrade data cabling to comply with industry standards at IRS Building PR4001, Puerto Rico. This project involves comprehensive cable plant planning and design review, the selection and procurement of components, development of installation designs and specifications, the preparation of accurate cost estimates for all project phases, the development of phased project scheduling to ensure minimal disruption, the installation of CAT 6A structured cabling systems, network racks refresh, and the execution of detailed testing and documentation of all installed systems. The Government intends to award a contract to the responsible offeror with the lowest evaluated price who can meet all the requirements included in the Statement of Work (SOW). This requirement is set-aside for small businesses. Sources who believe they can provide the products/services included in the Statement of Work (SOW) shall submit a price quote via email to Nakia Barriteau, the Contracting Specialist for this requirement, at Nakia.R.Barriteau@irs.gov no later than Thursday, 12:00 PM Eastern,5 March 2026. *Offerors shall provide a submitted quote in response to any and all amendments to this solicitation by the date and time specified in the amendment(s). The cover letter shall acknowledge receipt/response to the amendment version. Offerors who previously submitted quotes prior to the issuance of RFQ amendment 0002, shall submit revised quotes in response to the solicitation amendment. Offerors must submit all questions no later than Tuesday, 12:00 PM Eastern, 10 February 2026 via email to Nakia.R.Barriteau@irs.gov. The North American Industry Classification System Code (NAICS) for this acquisition is: 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $19 Million dollars. The PSC Code is N059. Contractors are required to register with the System for Award Management (SAM) at http://www.sam.gov and must have an active record at the time of submission of their price quote. Per the posted Q&A's, the submission of the Initial Staffing Plan and Workforce Reporting Requirements is a Treasury requirement for all set-aside.
