Each CLIN contains Line Items (LI's). These LI's encompass a geographic region and create a complete CLIN. A successful offer must possess the capability for all LI's associated with the specific CLIN. Partial offers will be evaluated as long as the offer encompasses all LI's associated with the specific CLIN. An offer that does not encompass all LI's associated with a CLIN will be identified as "Fail" for the technical evaluation. Multiple Awards/Partial Small Business Set-asides: CLIN one (1) along with all Line Items associated with it are set-aside for small business concerns. CLIN one (1) has been set-aside for small businesses as the Government has conducted market research and determined that at least two (2) or more small businesses are interested and capable of meeting the requirements of this solicitation. As a result of this solicitation, it is the Governments intent to award two (2) contracts for these unrestricted CLINS. CLIN four (4) all offerors must offer pricing for CLIN four (4).
