JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
This acquisition is being conducted under the authority of FAR 13.106-1(b)(1), Only One Responsible Source.
InVita Healthcare Technologies, Inc. is the original developer, owner, and sole provider of the proprietary HemaConnect and HemaComply software systems. The vendor retains exclusive rights to the software, associated intellectual property, and system configurations.
Additionally:
- The software is currently integrated with NIH’s Blood Bank Computer System (BBCS) and supports critical patient and donor record management.
- No third-party resellers or authorized service providers exist for this software.
- Only InVita possesses the technical expertise required to perform upgrades, database migrations, and system validation without disrupting mission-critical operations.

- Substantial duplication of costs
- Unacceptable delays in fulfilling the agency’s requirements
- Risk to patient safety and system integrity
PERIOD OF PERFORMANCE
The anticipated period of performance will be determined at time of award. Services will include system upgrade, migration, validation, and transition to the new hosting environment.
