Performance Measurement for the Medicare Advantage Program
Awarded on September 25, 2026. Full description on SAM.gov.
Description
This posting provides notice that the Limited Sources Justification (LSJ) for the Performance Measurement for the Medicare Advantage Program procurement is being posted pursuant to GSAR 538.7104-3(b)(3)(i), which requires the ordering activity to publish a notice and post the justification within 14 days after placing an order exceeding the simplified acquisition threshold that is supported by an LSJ.
Section 1859(f)(5) of the Social Security Act (“the Act”) requires that organizations offering specialized Medicare Advantage (MA) plans for special needs individuals have in place an evidenced-based model of care (MOC) with appropriate networks of providers and specialists. In addition, Section 1859(f)(7) of the Act requires that a Medicare Advantage Organization (MAO) offering a specialized MA plan for special needs individuals (i.e., special needs plan, or SNP) be approved by the National Committee for Quality Assurance (NCQA) based on standards established by the Secretary. This requirement is implemented at 42 CFR §§422.101(f) and 422.152(g) and requires MAOs offering SNPs to have NCQA review and approve the required MOC each SNP submits to CMS on a regular basis.
The Healthcare Effectiveness Data and Information Set (HEDIS®) is a widely used set of health plan performance measures employed by both private and public health care purchasers to promote accountability and to assess the quality of care provided by managed care organizations. NCQA owns the proprietary rights to HEDIS® and the system that collects HEDIS® data. It is the only organization authorized to add quality measurements to HEDIS® and to provide technical assistance to commercial and Medicare health plans and auditors in the use of these measurements. Section 1853(o)(6)(A) of the Act states that the Secretary may require reporting of data under section 1852(e) for, and apply under this subsection, quality measures at the plan level for specialized MA plans for special needs individuals instead of at the contract level.
The purpose of this task order is to support CMS in the evaluation and approval of each SNP’s model of care (MOC). As noted above, Section 1859(f)(7) of the Act and 42 CFR §§422.4(a)(1)(iv), 422.101(f), and 422.152(g) require that each MAO offering a SNP must submit a MOC to be approved by NCQA.
Please see the Attachments section of this notice for a complete copy of the approved LSJ.
Note - This is NOT an active procurement opportunity but is instead a required posting of an approved LSJ subsequent to task order award.

The Centers for Disease Control and Prevention (CDC) awarded a sole source contract with MATHEMATICA INC., 1100 1ST ST NE FL 12, WASHINGTON, DC. 20002 This notice is provided in accordance with RFO FAR 8.401 & GSAM/R 538.7104-3(b)(1) . Centers for Disease Control and Prevention, National Center for Immunization and Respiratory Diseases, Division of Bacterial Diseases (DBD) requires support Services with the contractor listed above. The requested contractor Mathematica qualified as “innovator status” vendor for data analysis by Center for Medicare and Medicaid Services (CMS). Mathematica also has demonstrated experience and specialized staff with unique access and analytical capabilities for Medicaid data sets which captures the largest segment of US healthcare data, including births. The contractor shall perform analyses across four technical dimensions defined in the Statement of Work: (1) validating infant GBS case counts using TAF OT claims and evaluating a fourth case definition tied to maternal Medicaid IDs; (2) developing and refining a probabilistic mother-infant linkage algorithm using the Medicaid Case Number and supplementary variables; (3) estimating maternal vaccination coverage (COVID-19, influenza, Tdap, and prospectively RSV) accounting for bundled payment code effects; and (4) applying methods to reduce gestational age missingness using prenatal claims data. These tasks require continuity with linkage algorithms and case-definition logic Mathematica has already built and validated under prior CDC task orders. The authority permitting other than full and open competition is Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.); Title 40 U.S.C. 501, Services for Executive Agencies, as implemented at FAR 8.401 and GSAM/R 538.7104-3(b)(1) "Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized." Through its prior contracts, Mathematica has already built key parts of this analysis—including updating the medical codes used to identify cases, working to link mother and infant records more completely, and adjusting for how individual states handle Medicaid enrollment for newborns. This steady, hands-on progress means Mathematica starts this next phase of work already ahead, with the knowledge and tools in place that a new contractor would not have. All responsible sources may submit a capability statement, proposal, or quotation to Robin C. Meyer, Contract Specialist, at rcm2@cdc.gov, which shall be considered by the agency. The deadline for submissions is Ocotber 31, 2026 at 4:30PM EST. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. | Special Notice | 541611 | No Set-Aside | 10/16/2026 | 10/31/2026 | -
This requirement was awarded through task order 47QRAA-20D-001M/7571MN26F80105 This requirement will support the generation and dissemination of research and/or evaluation that builds on the Financing Early Care and Education (ECE) Study task order (47QRAA-20D-001M/ 140D0422F0154). The primary objective is to generate and disseminate evidence pertaining to the financing of early care and education programs that meet child, family, and community needs. Building on data collected under the prior contract, this project will identify and elevate strategies used to align Head Start programs within state funding contexts to reduce administrative burden and expand the reach of ECE and Head Start funding. The research will focus on how Head Start programs operate within state systems and highlight effective strategies states have used to integrate or build upon Head Start funding within their broader early childhood systems. The project will also examine how efforts to streamline licensing and regulatory requirements, workforce standards, and supports for quality and technical assistance across funding streams can reduce burden, improve program efficiency, increase parental access to ECE, and support child and family outcomes. This requirement will build on prior efforts to identify and elevate financing approaches for states that most effectively align funding streams to both reduce burden and increase the reach of ECE funding. This project will provide ACF with critical evidence to understand how federal early care and education programs can achieve the Agency’s mission and vision of (1) supporting federalism & local leadership by providing actionable insights into how states and localities can leverage Head Start and other federal funding streams for early care and education (ECE) to best meet local needs, (2) promoting quality early learning environments and improved child outcomes by understanding how to leverage existing funding sources to best meet the preferences of families with young children consistent with their unique needs, and (3) promoting work and self-sufficiency by exploring how leveraging funds can expand the availability of ECE services that allow parents to work. | Special Notice | 541611 | No Set-Aside | 09/30/2026 | 10/29/2026 | Washington, DC
Authority of the FSS Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.); Title 40 U.S.C. 501, Services for Executive Agencies, as implemented at FAR 8.401 and GSAM/R 538.7104-3(b)(1). GSAM/R 538.7104-3(b)(1)(iii)- The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis. Per the Federal Supply Schedule Ordering Procedures, the Contracting Officer can make an award on a limited basis when the new work is a logical follow-on to an original Federal Supply Schedule order and doing so would be in the interest of economy and efficiency to the Federal Government. The proposed requirement is a follow-on to task order Financing for Early Care and Education Study (47QRAA-20D-001M/ 140D0422F0154), which was awarded via the General Services Administration (GSA)’s Multiple Award Schedule under a competitive basis. The new requirement will build on work conducted under the prior task order, specifically to complete analyses of data collected under the prior task order that are only available to the incumbent, conduct a follow-up survey to the survey fielded under the original task order, and conduct other data collections with early care and education (ECE) providers in response to emerging Agency needs. | Special Notice | 541611 | No Set-Aside | 09/29/2026 | 10/29/2026 | Washington, DC
