The National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), hereby invites interested parties to review the Final Request for Proposal (FRFP) for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II requirement supporting the Earth Sciences Division (ESD) at NASA/GSFC. The principal purpose of this requirement is to provide science research that conceives, develops, and applies space, field-deployed (i.e. airborne and in situ) and laboratory based technologies and observations to address issues of importance to society. These include but are not limited to water resources, land and ocean ecosystems, global and regional sea level change, changes in the Earth’s cryosphere, gravity field, magnetic field, solid Earth, and the terrestrial reference frame. The Statement of Work, Attachment A, describes the scope of the requirement. This contract is for support of a full range of science and research activities across the breadth of the various Laboratories that make up the HBG sub-division: the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, and Geodesy and Geophysics Laboratories. This contract is also for support of science, research and computing activities within the Terrestrial Information Systems Laboratory (TISL), also in the ESD. For the purposes of this document and contract the term HBG will be used to encompass all the Laboratories of the HBG sub-division and the TISL. NASA will conduct this acquisition as a small business set-aside. This competitive acquisition was originally contemplated as a Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with the ability to issue CPFF task orders. Following further acquisition planning and assessment of the Government's requirements, the contract structure has been modified. The HBG II Draft Request for Proposal (DRFP) posted on April 8, 2025 was issued as an IDIQ CPFF solicitation. As amended, this competitive acquisition will now result in a HYBRID Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Cost Plus Fixed Fee (CPFF) AND Firm- Fixed Price (FFP) task orders. The contract will have an effective ordering period of five years from the contract effective date. Interested offerors are encouraged to review the solicitation and all associated attachments for complete details regarding the requirements and proposal submission instructions. Please see the attached cover letter for additional information. | Solicitation | 541715 | No Set-Aside | 10/21/2026 | 12/04/2026 | Greenbelt, MD
The Government anticipates the release of the Hydrosphere, Biosphere, & Geophysics (HBG) Support Services II final Request for Proposal (RFP) within the next two (2) weeks, with a 45-day proposal turnaround time. | Special Notice | 541715 | Total Small Business Set-Aside | 10/09/2026 | Open | Greenbelt, MD
NASA/GSFC has a requirement for Electrical Systems Engineering Services and related services to the Engineering and Technology Directorate (ETD) as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to increase the contract ceiling by $75.6M and extend the contract’s period of performance on a sole source basis to acquire the services from Science Systems and Applications, Inc. (SSAI) to allow for the continuation of mission critical services under the ESES III contract. This extension will allow for continued contract performance and continuation of mission critical services under the ESES III contract. As such NASA/GSFC intends to extend the current contract effective ordering period by a base period of 4 months and if needed, two additional option periods of 4 months each, totaling a potential contract extension of up to one (1) year (through December 8, 2025), by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC18C0120. The rationale supporting this sole source award to SSAI is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sarah Odom (Sarah.Odom@nasa.gov) not later than 4 PM EDT on October 25, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable.
