Description

Subject to FAR Clause 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this announcement constitutes a Sources Sought for information and planning purposes for qualified and experienced sources to provide Military Service Academy (MSA) portal development services to manage, build, and maintain a fully operational online portal in support of the United States Naval Academy (USNA). This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

BACKGROUND:

Section 575 of the Fiscal Year 2021 National Defense Authorization Act (NDAA) requires the Secretary of Defense and the Superintendents of the U.S. Military Academy, the U.S. Naval Academy, and the U.S. Air Force Academy to create an online portal to support the Service Academy nominations process, which all applicants must complete to receive an appointment to a Service Academy. The portal must facilitate the nominations selection process for Congressional and non-Congressional nomination sources and provide streamlined data analytics capabilities to support Congressional reporting requirements outlined in Section 575. Additionally, the law requires an annual report to be made publicly available.  Agile software development methodologies will be used to rapidly prototype and develop the portal and report creation using software specified by the government.

This action is for the acquisition of non-personal support services to manage, build, and maintain a fully operational online portal that addresses the statutory requirements defined in Section 575 of the FY21 NDAA.  Data visualization and data analytics professional support services are required to address Congressional reporting requirements defined in Section 575.  The portal will only support the nomination process and corresponding reporting requirements for the U.S. Military Academy, U.S. Naval Academy, and U.S. Air Force Academy.

Period of Performance (PoP): The anticipated period of performance for this requirement will be one (1) 12-month base year with a PoP of 18 December 2026 – 17 December 2027. The requirement will provide for four (4) 12-month option periods, and one (1) 6-month FAR 52.217-8 option to extend services an additional six months.

A Firm Fixed Price (FFP) Contract / Task Order under NAICS Code 541519 is anticipated.

NAICS CODE: The NAICS Code for this requirement is 541519, Other Computer Related Services, and the Small Business Size Standard is $34.0 (millions of dollars).

Documentation of technical expertise and experience must be presented in sufficient detail for the U.S. Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font. All technical questions and inquiries may be submitted within the response.

The Government is determining the acquisition strategy for this potential acquisition. If any potential acquisition will be a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14. If the Government determines that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 will be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

Responses should be emailed to Cody Witz at cody.s.witz.civ@us.navy.mil by 11:00 AM eastern standard time (EST) on 06 November 2026.  Again, this is not a request for a proposal.  Respondents will not be notified of the results and the U.S. Government is not required to answer any questions submitted in regards to this Sources Sought Notice. Please note the information within this notice will be updated and/or may change prior to an official synopsis/solicitation, if any.
