AN41--Portable Driving Simulators (PDS) & STISM - KUMC_Baldo Presolicitation Notice with Intent to Sole Source

Pre-Solicitation Notice for notice of intent to award a sole source purchase order. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source purchase order for a 12-month base period with the University of Kansas Medical Center, 4330 Shawnee Mission Pkwy., Shawnee Mission, KS 66205 for an upgrade to the existing DrivingLab Portable Driving Simulator, for the VA Northern California Healthcare System Research and Development Office. The University of Kansas Medical Center is the only company with the STISIM Drive software required for the existing system. The team at University of Kansas Medical Center has direct experience integrating and linking additional displays, along with the required STISIM Drive software, and the simulated driving scenarios needed for this set-up. This team comprises experts in clinical rehabilitation in stroke patients (the study population), as well as technical programming of driving tests and assessments. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 334510 with a $1250 Employee size standard. The PSC is 6525. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
