V--Presolicitation Notice - Alaska Air Ambulance

PRE-SOLICITATION SYNOPSIS DESCRIPTION The U.S. Department of Veterans Affairs, Network Contracting Office 20 5115 NE 82nd Ave, Suite 102, Vancouver, WA 98662, is issuing a Pre-Solicitation Notice for Air Ambulance Services at the VA Alaska Health Care System (AVAHCS). THE WORK CONSISTS OF: services to provide Air Ambulance (emergent fixed and rotary wing) transportation services under a fixed price, Indefinite Quantity, Indefinite Delivery (IDIQ) contract for the Alaska VA Healthcare System (AVAHS). Transportation originates at a hospital in the local area and ends at a medical facility outside the local area. The price should include all legs of transportation including ground ambulance to and from respective airports. The VA estimates that 95% of the trips would be to the Seattle VA Medical Center or Portland VA Medical Center; the rest of the trips will occur to other facilities in those areas. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about 16 February 2018, with an anticipated proposal due date of 28 February 2018. In order to view these documents, prospective offerors are required to sel- register their firm with FBO (Go to http://www.fbo.gov and Register Now under Vendor / Citizens ). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date is 15 March 2018. The period of performance of the resulting contract will start on or about 1 April 2018 and will require completion no later than 31 March 2021. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors of Technical Capabilities and Past Performance. This procurement is for full and open competition. The applicable NAICS code is 621910 (Ambulance Services) with a Small Business Size Standard of $15 Million.
