This Sources Sought Synopsis is issued solely for market research and planning purposes to determine the availability and adequacy of potential sources. It is not a Request for Proposals or Quotes and imposes no obligation on the Government to acquire any goods or services. The information provided herein is subject to change and is non-binding on the Government.

The purpose of this notice is to conduct market research to identify potential and qualified sources, assess industry capabilities, and establish effective acquisition strategies, including potential small business set-aside opportunities. No reimbursement will be provided for any costs associated with submitting information in response to this announcement or any follow-up information requests.

Overview

The General Services Administration (GSA), Public Buildings Service (PBS), is conducting market research to establish Multiple-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for comprehensive, multidisciplinary Architect-Engineer (A/E) services.

These contracts are intended to provide integrated, sustainable, and adaptive design solutions across federally owned and leased real property nationwide. The Government anticipates awarding multiple contracts with multi-year ordering periods (5 year base with one 5 year option) to support GSA zones and client agencies across the United States and its territories. Expected typical project size is to be above the simplified acquisition threshold of $350,000.

The potential place of performance for services rendered under this contract is on an as-needed basis for federal projects anywhere in the United States and its territories. This will require the capability to travel to GSA and other Government agency office locations nationwide. In some instances, performance of services is expected to require the capability for contractors to dispatch personnel to multiple locations simultaneously.

The applicable North American Industry Classification System (NAICS) code for this requirement is 541310 (Architectural Services) & 541330 (Engineering Services), which has a small business size standard of $12.5 million and $25.5 million respectively.
