Marketplace for Acquisition of Professional Services (MAPS)

Army Contracting Command-Aberdeen Proving Ground (ACC-APG), in support of the Capability Program Executive (CPE) Enterprise Software and Service (ES2) (formerly known as Program Executive Office (PEO) Enterprise), intends to award a Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract, MAPS. This is the follow-on and combination of the ACC-APG Responsive Strategic Sourcing for Services (RS3) and Product Lead (PL) Digital Market’s Information Technology Enterprise Solutions – 3 Services (ITES-3S) IDIQ Contract Vehicles. The objective of the MAPS IDIQ contract is to provide Army customers, Portfolio Acquisition Executives (PAE), CPEs, Department of War (DoW) agencies, and other federal agencies with uncommon knowledge-based professional services and support the Army enterprise infrastructure and infostructure goals with information technology (IT) services worldwide (inside the contiguous United States (CONUS) and outside the contiguous United States (OCONUS)), including hostile areas. By combining these vehicles, the Army aims to enhance flexibility, reduce redundancy, and improve cost-efficiency in acquiring uncommon knowledge-based professional services. This integration will also ensure a unified approach in meeting the Army’s evolving technology and strategic needs, thus optimizing mission readiness and effectiveness.

Please note, due to system constraints within sam.gov it only allowed one NAICS to be identified; however, this acquisition contains five primary NAICS codes as identified in the solicitation. 

CLARIFICATION NOTE TO ATTACHMENT 0007 — 21 OCTOBER 2026

Section L.1 of the Solicitation (page 200), incorrectly references the Notice of Withdrawal Form as Attachment 0006 in two instances. The correct attachment number is Attachment 0007.

CLARIFICATION NOTE TO ATTACHMENT 0007 — 16 OCTOBER 2026

Offerors that previously submitted timely proposals may withdraw their proposal(s) utilizing Attachment 0007. Offerors shall use this Attachment to communicate to the Government which domain(s) from its prior proposal it now desires to withdraw from.  If an offeror submitted proposals for multiple domains, withdrawal from one (1) domain does not withdraw its proposals from the other domains. Only the domains identified on the form will be withdrawn. Withdrawal from a domain, will remove that specific domain's proposal in its entirety.

Example: Company A submitted timely proposals for all five domains. Company A now intends to submit a proposal as an SBTA offeror for the Emerging IT domain. Company A must complete and submit Attachment 0007 identifying the Emerging IT domain for withdrawal. Company A must then submit a new SBTA proposal for the Emerging IT domain. Company A’s previously submitted proposals for the other four domains remain valid, and no action is required for those domains.

This clarification does not amend the solicitation or its attachments.

AMENDMENT 0011 UPDATE:  This notice announces the issuance of Amendment 0011 to the MAPS Solicitation (Solicitation W15P7T26RA006). The purpose of the Amendment is to allow for Small Businesses to submit offers in the construct of a Small Business Teaming Arrangement (SBTA). Only SBTA Offerors are permitted to submit proposals in response to MAPS Solicitation Amendment 0011. No other business type (to include Small Businesses who are proposing outside of an SBTA) are permitted to propose or modify their prior submissions. A Small Business Offeror that previously submitted a proposal under this Solicitation as a Prime Offeror may withdraw their existing proposal and submit a new proposal as an SBTA. Please refer to the attached Solicitation for all instructions, terms, and conditions.

- ALL SBTA proposals MUST be resubmitted utilizing latest version of Solicitation and Attachments. 

- On the SF33 block 3, W15P7T26RA0060011 is identified. The Solicitation Number is W15P7T26RA006 and has not changed. The "0011" at the end is the Amendment Number. 

**Only SBTA Offerors are permitted to submit proposals in response to MAPS Solicitation Amendment 0011. No separate acknowledgment is required for non-SBTA Offerors.**

THE BELOW INFORMATION IS RETAINED FOR HISTORICAL PURPOSES:

CLARIFICATION NOTE 19 JUNE 2026: It has been brought to the Government’s attention that the Attachment 0003 Amd 04 "Qualifying Project Form", Item #9, does not contain all available options detailed in accordance with Solicitation Section L.2.3.2.5. If an Offeror's QP is one of those permissible NAICS Codes that is not in the available drop down selection of Item #9, please state the Section L.2.3.2.5 permissible NAICS Code in the fillable section in Item 9a. of the Attachment 0003. 

SPECIAL NOTE: Offerors who have submitted its proposal in accordance with Amendment 0009 before the release of Amendment 0010, do not need to resubmit simply to update the amendment number on the SF33. Any Offeror submitting after release of Amendment 0010, shall ensure the SF33 is the most recent version. 

AMENDMENT 0010 UPDATE:  This notice announces the issuance of Amendment 0010 to the MAPS Solicitation (Solicitation W15P7T26RA006) .This Amendment clarifies the scope in Section C, specific to financial services. This change can be found on page 7 of the Solicitation. No other aspects of the solicitation have changed and remains as is from the Amendment 009. 

CLARIFICATION NOTE 15 JUNE 2026: It has been brought to the Government’s attention that the note within the Attachments 0002, item # 6 presented confusion. To clarify, the Government has updated this note. This update does not amend the solicitation or attachments. Offerors may use either the 02 or 15 JUNE 2026 version of Attachment 0002 with the understanding of this correction “※  Offeror does not receive credit for a non-relevant project (regardless of the PP score). If the Offeror has CPARS, the Government will utilize CPARS. If no CPARS is available then the offeror can submit PPQs.”

AMENDMENT 0009 UPDATE:  This notice announces the issuance of Amendment 0009 to the MAPS Solicitation (Solicitation W15P7T26RA006)

UPDATE: The Government intends to release Amendment 007 to the MAPS Solicitation (Solicitation W15P7T26RA006) and will be extending the proposal due date 30 days. The Amendment documentation will be forthcoming. Please monitor SAM.gov for any updates. 

UPDATE: Please be advised that the Government will be issuing an amendment to Solicitation W15P7T26RA006.

As part of this forthcoming amendment, the proposal submission due date will be extended. Specific details regarding the revised due date and the contents of the amendment will be forthcoming by no later than Tuesday, May 19th.

UPDATE: We received questions regarding Attachment 0003 AMD 02 Qualifying Project Form, specifically a functionality error prompted when printing the form to PDF. While this has not been experienced universally for Offerors, we located the reason originating from the checkbox function associated with Items 003 and 021 on the form. If the Offeror did not experience this issue or was able to work around the error message, there is no need to use this version of Attachment 0003 AMD 02 Form with your submission. 

UPDATE: We received questions regarding Attachment 0003 AMD 02 Qualifying Project Form, specifically the functionality of wrapped text on part 2. This has been corrected and can be found in the Attachment/Links section of this posting.
