Pre-solicitation/Synopsis – TYR Tactical Commercial Armor (Brand Name Only)

DLA Troop Support intends to issue a solicitation for brand‑name TYR Tactical commercial armor under 10 U.S.C. § 3204(a)(1), as implemented by Class Deviation 2026‑O0017, DFARS Part 206 (Rev. 2), and RFO 6.103‑1. The anticipated award is a single firm‑fixed‑price IDIQ contract with five 12‑month ordering periods.

Description:  NIJ 0101.06 Level II/IIIA concealable armor and Level IV tactical armor for high‑risk missions. Market research and  multi-agency evaluations determined that only TYR Tactical products meet 100% of salient characteristics, including female‑specific shaping, load‑bearing suspension frame, MOLLE configuration, four‑way stretch nylon/spandex concealable compression material, Berry Amendment compliance, ESAPI compatibility, and full interoperability with AFOSI‑fielded TYR modular pouches. Award to another source would disrupt agents and render existing AFOSI inventory incompatible.

Delivery, inspection, and acceptance will be at destination. Commercial procedures under RFO Part 12 will be used. The solicitation will be posted on SAM.gov.

Technical data: All necessary specifications are proprietary to TYR Tactical; the Government will not furnish technical data. Offerors must obtain applicable commercial product information directly from TYR Tactical or their authorized channels.

Responsible sources: All responsible sources capable of meeting all salient characteristics may submit a capability statement or proposal, which will be considered.

Intended source/lack of competition: TYR Tactical LLC (CAGE 67W12) is the intended brand‑name source. Competition is lacking because market research shows no other commercial product meets all mandatory salient characteristics without redesign or re‑certification. Only TYR Tactical products remain compatible with the user's fielded TYR pouch systems.

Qualification requirements: No qualification requirements apply beyond the ability to meet all salient characteristics. No prequalification office exists for this requirement.

Offerors must be registered in SAM.gov. No paper copies are available (FAR 5.102(d)). A redacted Justification & Approval will be posted with the solicitation in accordance with RFO 6.301. Estimated release of the solicaition on or after 12/1/2026.
