Description

The U.S. Army Corps of Engineers, Kansas City District, anticipates issuing Request for Proposals No. W912DQ27RA004 for a total small-business set-aside Multiple Award Task Order Contract (MATOC) supporting the Missouri River Bank Stabilization and Navigation Project. The requirement includes the repair, modification, and construction of river-training structures, including dikes and revetments, through placement of quarry-run stone and excavation of notches. Work will be performed by floating plant along the Missouri River between River Miles 0-542. The scope of work includes, but is not limited to, the construction, modification, and repair of stone dikes and revetments; bank paving and hard points; revetment overlays; and excavation of notches. The work requires the capability of mobilizing, loading, and unloading barges from accessible quarries with graded stone along the Missouri River. Structures are located between the high banks of the Missouri River to include side channel chutes. All work to be performed will be completed by floating plant as no land access will be available. Stone is typically placed by way of track-hoe from a work barge. Contractor equipment shall be capable of accessing designated structures in water depths of four feet or greater. The Government anticipates awarding four (4) to five (5) firm-fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contracts within the MATOC. The Government also anticipates awarding one concurrent seed task order within the MATOC pool. The MATOC will have a shared aggregate maximum capacity of $50,000,000 for all awards, consisting of a three-year base ordering period and two one-year option periods. The minimum guarantee is $2,500 for each awarded IDIQ contract. This acquisition is a total small-business set-aside under North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction. The successful seed task order awardee will be required to furnish performance and payment bonds, each in the amount of 100 percent of the seed task order award amount, before issuance of the Notice to Proceed. Currently, a Pre-Solicitation Conference is not scheduled. If the Government decides to hold a conference, this announcement will be amended accordingly. The solicitation will use a best-value tradeoff source-selection process. The Government intends to award without discussions but reserves the right to conduct discussions if determined necessary.
