Description
The Federal Aviation Administration (FAA) has a requirement for Voice Switch Headset (VSH) equipment to be used by Air Traffic Control Specialists (ATCS) in the conduct of ATC operations. Headsets and handsets interface with current operational FAA voice switching systems and backups. They will also be required to interface and operate properly with future Voice Communication Systems (VCSs) being acquired and deployed as part of the Brand New Air Traffic Control System (BNATCS). These systems provide safety-critical, high quality, intelligible transmission and reception of air-to-ground and ground-to-ground voice communication from/to the air traffic controllers.
VSH equipment is the principal device for ATCS’ to transmit and receive voice communications among pilots, other ATCS’s, and supervisors. Headsets, handsets, and other ancillary devices interface with FAA voice communications systems (VCS) including voice switching systems, voice over IP communication enterprise (VOICE), and backup communications systems. These communications systems provide standardized connection and power interface as well as independent volume and sidetone controls for the headsets and handsets. Voice transmissions from the ATCS to aircraft using headsets and handsets are enabled by Push-To-Talk (PTT) signaling.
It is anticipated that Commercial Off-The-Shelf products are available that will meet the FAA's specifications (see attached VSH Specification , FAA-P-3015A Draft.) A technical evaluation will be conducted to determine the company that can provide the Best Value to the FAA.
This acquisition will use streamlined acquisition procedures employing best practices for competitive negotiated procurements as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1997. The VSH acquisition will establish a contract which will provide an ordering capability to provide modern COTS VSH capability to ATC personnel. The contemplated contract will be for VSH equipment and related support.
The contract(s) may include contract line items (CLINs) for engineering, technical and logistics support employing fixed hourly rates while utilizing a Time-and-Materials pricing arrangement. The contract(s) has a potential duration of five (5) years including a base period of one (1) year with four (4) 1-year options.
This market survey is being issued to request information that will enable the FAA to make a screening decision to determine qualified firms that have the ability to provide these products/services. The FAA reserves the right to add incumbent contractors and/or other sources which meet the criteria and have performed satisfactorily on previous procurements.
The NAICS code applicable to this requirement is 334210- Telephone Apparatus Manufacturing. The business size standard for this NAICS is 1,000 employees.

MARKET SURVEY/CAPABILITY ASSESSMENT FOR NATIONAL TEST EQUIPMENT PROGRAM (NTEP) OFFICE (AJW-1610) BLANKET PURCHASE AGREEMENT (BPA) TO SUPPLY TEST EQUIPMENT (TE) REQUIRED TO SUPPORT THE NAS. The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only. The Federal Aviation Administration (FAA) has a requirement for the acquisition of multiple items of test equipment using a blanket purchase agreement (BPA). Please refer to the attachment for Equipment identification and estimated annual quantities. The respondents are required to provide a list of the equipment specified in the Statement of Work (SOW) that they can supply. Procurement would be shipped to multiple government locations within and outside CONUS (Continental United States). At this time, the acquisition strategy and nature of competition have not been determined for the BPA. The Government welcomes statements of interest and capabilities from all small businesses, including service-disabled veteran-owned small business, women-owned small businesses, and 8(a) certified firms, which are capable of providing the required items. Based on historical performance, it is anticipated that contract will be set aside to Small Businesses. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements. The principle North American Industry Classification System (NAICS) code for this effort is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a size standard of 750. THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor’s expense. HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement. 1. Capability Statement. This document is limited to not more than five (5) pages and must include a brief description of how parts were provided by your firm which are same/similar to those parts outlined in this market survey and similar/same to the DRAFT statement of work attached to this announcement. 2.
