Description

The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the capabilities of industry to provide, upgrade, and support integrated interactive Use of Force (UOF) simulators. FLETC is interested in either acquiring new systems or providing operational, maintenance, and developmental support for systems that meet or exceed the requirements described below.

Use of force simulators replicate real-life law enforcement scenarios and are an essential tool used in law enforcement training at the Federal Law Enforcement Training Centers (FLETC), with training delivery points (TDPs) in:

  • Glynco, Georgia
  • Artesia, New Mexico
  • Cheltenham, Maryland
  • Charleston, South Carolina

These simulators provide a safe and effective training environment for firearms handling, marksmanship, and critical decision-making in use of force situations.

Current Environment:

  1. Use of Force Simulators

FLETC currently operates multiple single and multi-screen interactive use of force simulators across the following TDPs:

  • Glynco, GA; Artesia, NM; Cheltenham, MD; and Charleston, SC.
  • These systems are used for scenario-based decision-making training, including indoor, outdoor, and low-light conditions, and integrate laser-based weapons and less-than-lethal devices.

FLETC requires contractor support that includes, but is not limited to, hardware break-fix replacement, software enhancements, vulnerability patching, in-person training, routine and emergency maintenance, and 24/7 phone support.
