The NASA Launch Services (NLS) II Request for Proposal (RFP) remains open until June 30, 2030 through the use of an innovative on-ramp provision found in Section C, Clause 2.0. The NLS II contract’s ordering period remains valid through June 30, 2030. The RFP has resulted in the award of Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts to United Launch Services, LLC; Orbital Sciences Corporation (currently known as Northrop Grumman Systems Corporation); Space Exploration Technologies; and Blue Origin, LLC. Each August during the life of the solicitation, or at any other time established via synopsis, the Government will accept proposals from new launch service providers for IDIQ contracts and proposals from existing IDIQ contractors for additional launch services. The Government is currently contemplating opening an on-ramp opportunity. Launch services proposed under the NLS II solicitation shall only include launch vehicles capable of being certified to risk mitigation Category 2 and 3 in accordance with NASA Policy Directive 8610.7D, Launch Services Risk Mitigation Policy for NASA-Owned and/or NASA-Sponsored Payloads/Missions. These launch services, at a minimum, shall be capable of delivering a 250kg payload to orbit at an altitude of 200km and a launch inclination of 28.5 degrees. This acquisition is restricted to domestic sources. Minimum contract requirements will be set forth in Attachment E3, Paragraph 1.0 of the NLS II RFP when released. Specifically, in addition to the launch vehicle requirements described above, offerors must be domestic launch service providers and must be AS9100 certified by the date of contract award. It is requested that any interested party notify NASA in writing no later than October 5, 2026, of your intent to submit a proposal during this on-ramp period as well as a description of the launch vehicle configuration(s) you intend to propose and current flight manifest. If the Government chooses to conduct an On Ramp by issuing a solicitation notice, new launch service providers and current IDIQ contractors will be allowed to submit proposals, within the notice's stated response time. An ombudsman has been appointed in accordance with NFS 1852.215-84. | Market Research | 336414 | No Set-Aside | 09/04/2026 | 10/05/2026 | - | |

NASA/JSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Audio Distribution System for Human Spaceflight. The Government reserves the right to consider a Small, 8(a), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Smal Business (SD-VOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) or Historically Underutilized Business Zone (HUBZone) business set-aside based on responses received. Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for: 1. SB Subcontracting goals; 2 Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or 3. Strategies to increase SB participation, including: Breaking requirements into smaller components Identifying areas appropriate for subcontracting Considering teaming or mentor protégé approaches Currently, phase one seeks to identify a commercial audio distribution system that may be ruggedized to operate reliably in human spaceflight environments. Manufacturers of commercial, automotive, aerospace, and military audio communication systems are invited to respond to this request for information on recommended audio systems, subsystems, and software to be considered. Information to be provided includes general functionality, size, weight, power, interfaces, processor platform, reliability features, and other relevant design elements. In phase two, NASA will assess the information received in phase one against spacecraft functional and environmental requirements, as well as the feasibility of any necessary design modifications. Modifications are expected to be necessary to improve reliability and may include electronic circuit re-design, substitution of electronic components with radiation tolerant devices, or enhancements to software development and hardware manufacturing processes to comply with applicable standards. For reference, Appendix A (Attachment I) provides a high-level summary of requirements for a spacecraft audio system. Interested providers may opt to respond to this sources sought with recommendations to deliver full spacecraft audio system hardware and software, an audio subsystem that provides partial functionality, or a software and/or IP core solution to be deployed on other spacecraft avionics hardware. Issued pursuant to Revolutionary FAR Overhaul (RFO) FAR 15.101(c) and RFO FAR Part 10 solely for information, market research, and planning purposes. This market survey is conducted by the Aerial Targets Program Office (AFLCMC/EBAY) under the Air Force Portfolio Acquisition Executive for Weapons (AFPAE/WP) to obtain industry capabilities, rough order of magnitude (ROM) information, and data needed to support commercial product/service, non-developmental item (NDI), and small business determinations under RFO FAR 10.001(f), and to inform acquisition planning. Per Title 10, U.S. Code §4172, major munitions and missile programs must demonstrate lethality against appropriate, threat-representative targets prior to full-rate production. The Aerial Targets mission is to provide target aircraft that replicate threat systems, including performance, signatures, and countermeasures of adversary aircraft. The objective of this RFI is to identify a range of solutions to populate a family for systems needed throughout the spectrum of missions in Defensive and Offensive Counter Air capabilities. These solutions may represent the full range of airborne threats, spanning from inexpensive “hobby drones” to the most advance adversary fighter and large-scale aircraft. This RFI is intended to: Identify commercially available or near-term solutions Understand industry capabilities and innovative approaches Inform future acquisition strategies and budgetary requirements and assist the agency in making commerciality, NDI, and small business set-aside determinations See attached RFI and Question and Answer documents and for additional details. ------------------------------------------------------------------------------------------------------------------ In accordance with Section 10 of the attached RFI, attached are the final Questions and Answers posted on 11 SEPTEMBER 2026.
