Intent to Award a Sole Source Contract

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Department of Housing and Urban Development (HUD)intends to negotiate a sole source fixed priced contract for a three (3) month base and one (three) month option periods with the following company: Leumas Residential LLC 4343 Plank Rd Suite 115, Fredericksburg, VA 22407 HUD has prepared a sole source justification on the basis of other than full and open competition for this effort. HUD intends to negotiate with only one source under the authority of 6.301-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government has a need for Property Management and Relocation Services for the HUD’s Property Disposition Division. Projects will be located in the continental United States, Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands. HUD reserves the right to revise the geographical area if it is in the best interest of the Government. The North American Classification System Code (NAICS) for this requirement 531311 Residential Property Managers with a NAICS size standard of $8.0 Million. This notice will be distributed solely through the sam.gov website. Interested parties are responsible for monitoring the sam.gov website to ensure they have the most up to date information regarding this acquisition. This notice satisfies the requirement of FAR 5.102(a)(1) and 5.103(a)(1). This Notice of Intent to Sole Source is not a request for quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses by the date listed below, which reflect 3 business days from the posting of this notice, the solicitation will be issued to Leumas Residential, LLC. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
