AMENDMENT 1: Open - 2501- Construction Cost and Schedule (Open) (Added 9/16/2025) The Government seeks an innovative solution to improve project outcomes by combining benchmarking with forward-looking market intelligence. The innovative solution shall emphasize optimizing total cost of ownership, differentiating discretionary versus mandatory requirements, and iterative investigation across all levels of a project, from macro design to micro equipment selection. The innovative solution shall incorporate data-driven insights to be framed by including a project delivery navigator that integrates structured and unstructured data, and the importance of considering external factors like commodity prices, local labor dynamics, and Engineering, Procurement and Construction (EPC) market intelligence to predict and improve project performance, ultimately advocating for aggressive design challenges and industrialized production processes to achieve successful project delivery. INITIAL POSTING: Description The purpose of this CSO is to allow for competitive selection of innovative commercial items, technologies, and services to obtain solutions or new capabilities that fulfill requirements, close capability gaps, or provide potential technological advancements in meeting the AFIMSC’s Areas of Interest (AoI). The Air Force Installation and Mission Support Center (AFIMSC) is a vital engine for fostering innovation throughout the Air Force. It functions as a dynamic community, bringing together a diverse group of individuals from active duty, Air National Guard, Air Force Reserve, civilian service, and contractor roles. This broad mix of backgrounds and experiences is crucial for generating creative solutions the Air Force needs to meet evolving challenges. AFIMSC acts as a central connector, linking Airmen with the resources necessary to transform innovative ideas into reality. This includes securing funding for promising projects, forging connections with industry experts and companies who offer specialized knowledge and technologies, and providing expert guidance and mentorship to navigate the often complex path of development and implementation. A core element of AFIMSC's strategy is cultivating and facilitating agile engagements fostering collaboration with entities outside the traditional military structure. They embrace the principles of open innovation, understanding that valuable solutions can emerge from diverse sources. AFIMSC actively bridges the gap between the Air Force and the wider innovation ecosystem, engaging with established companies, startups, universities, research institutions, and even non-traditional contributors who may not have previously worked with the military. This "bottom-up" approach empowers Airmen at all levels to identify challenges and propose solutions, ensuring that innovation is driven from the ground up. Solutions presented gain valuable visibility within the Air Force and other government entities, potentially informing future contract solicitations, grants, and agreements. Successful solutions may be selected for prototyping, testing, demonstration, and eventual deployment. Ultimately, AFIMSC contributes to the growth and development of the non-traditional military business ecosystem, strengthening relationships between the Air Force and the private sector and driving the development of innovative solutions to critical Air Force challenges. In essence, AFIMSC is adriving force, helping the Air Force embrace innovation and adapt to a rapidly changing world. This CSO will utilize a solicitation process authorized by DFARS Subpart 212-70. Under this CSO, the Air Force will be allowed to competitively procure innovativecommercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures or awards made with Other Transactions (OTs) under 10 USC 4022. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO Air Force contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or othersubject matter experts.

The Department of the Air Force (“DAF”) is accepting proposals for the development of market facing mixed-use projects to include, but not limited to, housing accessible to military families and/or single members, civilians and defense contractors, medical facilities, and commercial/retail space (“Projects”). As consideration for leasing its parcels to developers selected under this RFLP, DAF is seeking cash rent and/or in-kind consideration (IKC) including future, undetermined construction projects. Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at Edwards AFB (the “Installation”), which is an active military installation located in Kern County, California comprised of two parcels totaling approximately 215-acres of land (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”). In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all proposals received to select one or more Offerors as a “Potential Lessee(s)” with whom to enter lease negotiations. A Potential Lessee with whom the Government makes and enters into a written and legally binding lease agreement is hereinafter referred to as a “Lessee.” If no agreement is made, a Potential Lessee may not actually become a Lessee.

Update 26 Oct 26 MACH-1 AOI F-47 Future Campus at Nellis AFB Progressive Design-Build (PDB) Acquisition Additional Industry Engagement Opportunity: In-Person Comments and Questions The Air Force Civil Engineer Center (AFCEC), supported by its Owner's Advisor (OA), is offering an additional opportunity for interested industry participants to provide comments and questions concerning the Draft Announcement of Interest (AOI) and the proposed Progressive Design-Build (PDB) acquisition approach. The Government recognizes that some industry observations, recommendations, and questions are difficult to fully articulate in writing. We welcome the opportunity to listen directly to industry perspectives as we refine the Final AOI and develop our Phase 2 interview approach. Opportunity to Schedule a 30-Minute Industry Comment Session Interested firms may request a 30-minute meeting with the OA team by contacting: NellisF47OA@tetratech.com Available Meeting Dates: Wednesday, 28 October, or Thursday, 29 October 2026 Industry Engagement Closes: COB Thursday, 29 October 2026 Meeting requests will be accepted throughout the industry engagement period, subject to available scheduling capacity. Firms are encouraged to contact the OA as early as possible to facilitate scheduling. Meetings may be recorded to ensure accurate documentation of industry feedback. The OA is actively contacting firms that participated in Industry Day to extend this invitation. However, participation is open to all interested industry firms, regardless of whether they attended Industry Day. This includes prospective PDB prime vendors, joint venture partners, and other members of prospective vendor teams. Due to the accelerated acquisition schedule, meeting availability is limited. The Government and OA will make reasonable efforts to accommodate as many interested firms as possible, but a meeting cannot be guaranteed for every request. All meetings must be completed by COB Thursday, 29 October 2026. Treatment of Industry Comments and Questions The rules governing comments and questions remain unchanged from those established in the Draft AOI posted on SAM.gov. Participation in an industry comment session does not create a separate communications channel for obtaining acquisition clarifications. The following distinctions apply: Comments: Industry observations, recommendations, concerns, and suggestions are welcomed for Government consideration. Comments do not require an individual response. The Government may consider these perspectives when refining the Final AOI, acquisition approach, and Phase 2 interview process. Questions: Requests for clarification, interpretation, or an official Government response concerning the acquisition must be submitted through the Agreements Officer (AO) in accordance with the Draft AOI instructions. The OA will not provide individual answers to acquisition questions during these sessions. Official questions and responses will be made available to all interested vendors through the established acquisition process. These sessions are intended exclusively to gather industry feedback on the Government's proposed AOI approach, including potential barriers to industry participation, limitations affecting competition, and recommendations for improving the AOI and Phase 2 interview process. We are not seeking qualifications, capabilities briefings, teaming arrangement information, or proposals. We are particularly interested in understanding whether any aspects of the Draft AOI or evaluation approach could unnecessarily limit participation or discourage otherwise qualified firms from competing. These sessions are not proposal evaluations or opportunities to obtain advance information concerning Government evaluation decisions. No participating firm will receive preferential acquisition information or consideration as a result of these meetings. Participation or nonparticipation will not independently affect a firm's evaluation. Conclusion of Industry Engagement All industry market engagement conducted by the OA on behalf of AFCEC will conclude at COB Thursday, 29 October 2026, to accommodate the Government's accelerated acquisition schedule. Upon publication of the Final AOI, all direct acquisition-related communications with the OA and AFCEC are prohibited. Vendors shall not attempt to contact OA or AFCEC personnel concerning the acquisition after publication of the Final AOI. From that point forward, all acquisition-related communications, including questions, comments, and requests for clarification, must be directed exclusively through the Agreements Officer, using the procedures established in the Final AOI. AFCEC appreciates industry's continued interest and willingness to contribute its experience to this important Air Force initiative. We value the opportunity to learn from commercial construction practices, collaborative delivery experience, and innovative approaches that may improve the execution of the F-47 Operational Test facilities program. --------------------End Update-------------------- Draft AOI: Industry Questions and Comments The Government welcomes industry questions and comments regarding this Draft Area of Interest (AOI). For purposes of this market engagement, questions and comments will be treated differently, as described below. Questions: Questions are requests for clarification, interpretation, or additional information regarding the Draft AOI and are intended to solicit a written response from the Government. The Government intends to respond to questions received by 4:00 PM Central Daylight Time (CDT) on 26 October 2026, with a target of publishing responses by close of business on 28 October 2026. Questions and Government responses will be made available to all prospective respondents. Comments: Comments are industry observations, recommendations, suggested revisions, or other feedback offered for Government consideration that do not request a response. The Government will take comments received by 4:00 PM CDT on 26 October 2026 under advisement in developing the Final AOI. The Government will not individually respond to or publish industry comments. Submissions After the Deadline: The Government will review and contemplate all questions and comments received after 5:00 PM CDT on 26 October 2026. However, due to the acquisition schedule, the Government cannot guarantee that late submissions will influence development of the Final AOI. The Government may elect to respond to questions received after the deadline following publication of the Final AOI. Industry participants are encouraged to clearly identify each submission as either a Question or Comment. Submissions containing both should distinguish the questions requiring Government responses from comments provided solely for consideration. The Government appreciates industry's participation and welcomes constructive feedback to support development of a clear, competitive, and commercially viable Final AOI. The following represents the anticipated Final AOI SAM.gov description: MACH1 Area of Interest: F-47 Campus at Nellis AFB, Rapid Delivery Progressive Design-Build The 772d Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), is seeking highly qualified Design-Build teams to deliver the Rapid Delivery Projects supporting the F-47 mission at Nellis Air Force Base, Nevada, utilizing a Progressive Design-Build (PDB) model.
