Commerical-off-the-shelf Student Information System

The General Services Administration (GSA) is seeking firms to participate in a competition to procure a commercial-off-the-shelf Student Information System. GSA announces an opportunity to contract for the Defense Acquisition University (DAU) Student Information System to include enterprise software license, annual maintenance and support, integration and implementation consulting services, sustainment support, training, and documentation. The preferred commercial-off-the-shelf (COTS) solution will be a fully integrated solution and currently used and deployed by traditional universities and other higher education institutions. The Student Information System (SIS) will cover at a minimum the following functions: Career Management Tool, Schedule Development and Management, Registration Services, Faculty Services, Defense Acquisition Workforce Information Act (DAWIA) database of record, Electronic Catalog, Student Services, and Collaborative Portals. Additionally, the SIS must be an open architecture, accessible via the web using a thin client and with authentication provided through a common access card as well as through a web username and password. The SIS must be capable of interfacing with current DAU and Department of Defense systems. The awarded contract is anticipated to be mixed firm fixed price (FFP)/time and material (T&M), with a two year base period with three one year options. This solicitation will be full and open. GSA is anticipating issuing solicitation #9700101044 electronically only on or about August 4, 2010. Interested parties may access the solicitation at www.fedbizopps.gov. This site provides instructions for downloading the solicitation. There will be no bidders list for this procurement and no hard copies will be provided. The due date is scheduled on or about September 6, 2010. Contract award is anticipated on or about December 6, 2010. To facilitate responses, there will be a Pre-Proposal Conference anticipated on or about August 13, 2010.
