NOTICE OF INTENT TO SOLE SOURCE (NOT A SOLICITATION): Pest Control and Fly Control Services, Louis Stokes Cleveland VAMC.

NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTES, PROPOSALS, OR BIDS. This notice is posted only to comply with federal regulations. The Government has already identified the source for this requirement and is not seeking additional offerors. Do not submit a quote, proposal, or price. Please read the full notice below.

The Department of Veterans Affairs, Network Contracting Office 10, intends to award a sole-source firm-fixed-price contract to Veterans First Supply Inc. (UEI KWPCDM3NU1K4, CAGE 7A1N0), a Service-Disabled Veteran-Owned Small Business (SDVOSB), for pest control and fly control services at the Louis Stokes Cleveland VA Medical Center, 10701 East Boulevard, Cleveland, OH 44106, and its supporting facilities (Cleveland Fisher House, Cleveland Learning Exchange, and TR House). The award will be made under the authority of 38 U.S.C. 8127(c) and VAAR 819.7008.

Requirement: Monthly pest control services (inspection, preventive and corrective treatment, and device monitoring) and monthly fly control services, including the contractor providing, installing, and maintaining fly light units, at the locations above. The period of performance is a base year (12/01/2026 to 11/30/2027) and three one-year option periods.

Classification: PSC S207; NAICS 561710 (size standard $17.5 million).

The Government's determination not to compete this requirement is based on the sole-source authority cited above. An SDVOSB or VOSB that believes it can meet this requirement may send a capability statement showing its ability to perform, its SBA certification status, and its size status under NAICS 561710. Capability statements are optional. The Government may consider them but is not required to, and it is not obligated to hold a competition or change its decision based on any response. Do not include pricing. Capability statements must be received by 4:00 PM Eastern on November 12, 2026, by e-mail to the Point of Contact listed in this notice. Do not submit quotes or pricing. No solicitation will be issued, no quotes will be accepted, and no telephone requests will be accepted.
