Description
The Department of the Treasury, Departmental Offices/Procurement Services Division (DO/PSD), on behalf of the Terrorism Risk Insurance Program (TRIP) Office anticipates the competitive award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period plus four one-year option periods. The anticipated contract type will include four fixed priced, and five time and material Contract Line Item Numbers (CLINs) for a facility and data system capable of implementing the Terrorism Risk Insurance Act of 2002 (Pub. L. 107-297, 116 Stat. 2322) (TRIA), as amended, including the Department of the Treasurys Program regulations. The applicable North American Industry Classification System Code (NAICS) is 524292 with a standard size of $6.5 million. The Department of the Treasury will order a minimum amount of $250,000 under this contract. Treasury will have the entire term of the contract (to include all options) to fulfill the contract minimum. The specific CLINs and services will be identified in the individual task orders issued under this contract. The exercise of the renewal options does not re-establish the contract minimum. During the life of this contract, Treasury may order items in any quantity up to the maximum amount of $30 million for the entire term of the contract, including all options that may be exercised. The TRIP Office mission is to implement TRIA as amended. The link for the TRIP website is http://www.treas.gov/offices/domestic-finance/financial-institution/terrorism-insurance/. The Department of the Treasury, TRIP regulations are identified under their own tab. Legislation texts are included under the Resources tab. The original 2002 TRIA, the Terrorism Risk Insurance Extension Act of 2005, and the Terrorism Risk Insurance Program Reauthorization Act of 2007 are included. Also, under the Federal Share Claims Process tab is the link to a demonstration claims processing site. TRIAs purposes are to address market disruptions, ensure the continued widespread availability and affordability of commercial property and casualty insurance for terrorism risk, and to allow for a transition period for private markets to stabilize and build capacity while preserving state insurance regulations and consumer protections. The contract requires the contractor to translate TRIA and related regulations into tested and documented operating systems and procedures for the processing of insurer claims for the Federal Share of Compensation. Following a qualifying terrorist event and upon notice, the contractor will activate the facility, process claims and operate as statistical agent for the Program. A brief description of each task is as follows: CLIN 001: The contractor shall transition, prepare and test a claims management facility; CLIN 002: The contractor shall perform periodic review and readiness testing to include system certification and accreditation; CLIN 003: The contractor shall provide expert analytical support; CLIN 004: The contractor shall perform activation and on-going operation of the claims management facility; CLIN 005: The contractor shall transition and develop and test a statistical agent analysis and reporting capability; CLIN 006: The contractor shall perform periodic review and testing of the statistical agent capability and ensure system security and certification and accreditation; CLIN 007: The contractor shall provide for statistical agent reporting and analysis following activation; CLIN 008: The contractor shall provide for recoupment; and CLIN 009: The contractor shall perform close-out and/or transition of operations. The solicitation is anticipated to be posted on or after April 14, 2008 on FedBizOpps, the single government point-of-entry (GPE) for federal government procurement opportunities over $25,000. The Government does not intend to award a contract based on this announcement. All information regarding the solicitation documents and amendments will only be made available electronically on the Federal Business Opportunities web site; http://www.fedbizopps.gov.
