Rationale Justifying Use of Cited Statutory Authority: Pursuant to FAR 6.302-1(a)(2)(ii) and (iii), LM RMS is the only known source with the production facilities, handling equipment, specialized tools, facilities, and test equipment designed for producing the towed arrays and module assemblies and conduct Full Factory Acceptance and Certification Testing.
