Solicitation number [FA860127Q0018] is issued as a [request for quote (RFQ)] for [Facility 30011 – Facility Signage Update].

The Government reserves the right to conduct interchanges with some, none, or all offerors, or make no award at all. The Government will make award in accordance with the evaluation criteria stated in Section 1, Evaluation Criteria and Basis for Award. The Government also reserves the right to cancel this solicitation, either before or after the closing date.

1. Evaluation Criteria and Basis for Award:

The Government intends to award one firm-fixed-price purchase order to the responsible quoter whose quotation is determined to be technically acceptable and offers the lowest evaluated total price.

Award will be made on a lowest-price technically acceptable (LPTA) basis. Technical acceptability and price are evaluated on a pass/fail basis; no tradeoff will be made between technical merit and price.

Technical Acceptability

A quotation will be determined technically acceptable when it demonstrates compliance with all material solicitation requirements, including the Statement of Work (SOW), CLIN/Pricing Schedule, and Project Finishes List/Cutsheets.

At a minimum, the quoter shall submit:

  1. A completed pricing schedule with unit and extended prices for all CLINs;
  2. A completed Required Information Sheet;
  3. The proposed manufacturer and part number for each sign type;
  4. Product literature and cutsheets sufficient to demonstrate compliance with the required sign dimensions, materials, finishes, colors, tactile characters, Braille, insert features, mounting method, and other requirements identified in the SOW and Project Finishes List;
  5. For any proposed “or equal” product, documentation demonstrating that the product meets or exceeds all stated salient characteristics and technical requirements;
  6. A statement confirming that quoted prices include all supervision, labor, materials, equipment, field verification, fabrication, delivery, removal and disposal of existing signs, patching, painting, mounting hardware, installation, cleanup, warranty, and all other work required by the solicitation;
  7. A proposed completion date not later than 120 calendar days after contract award; and
  8. A warranty statement consistent with the solicitation requirements.

Quotations that take exception to material solicitation requirements, fail to provide required information, or do not demonstrate compliance with the technical requirements may be determined technically unacceptable.

Price Evaluation

The Government will evaluate the total price by adding the extended prices for all CLINs. Quotations shall include pricing for every CLIN. The Government will evaluate prices for completeness, mathematical accuracy, and reasonableness.

The Government may evaluate quotations in order of lowest total evaluated price. If the lowest-priced quotation is determined technically acceptable and the price is determined fair and reasonable, no further quotations may be evaluated.

Basis for Award

Award will be made to the responsible quoter submitting the lowest-priced quotation that is determined technically acceptable and fair and reasonable.

The Government reserves the right to conduct interchanges with some, none, or all offerors, or make no award at all.
