Area of Interest (AOI) #02: Data Exchange Services Operations, Modernization, and Development PAE DMS is interested in solutions that satisfy the Government’s need for Data Exchange Services operations, modernization, and development in support of the Enterprise Information and Data Solutions (EIDS) Program Management Office (PMO). This AOI #02 is published under the authority of the Defense Health Agency (DHA) Commercial Solutions Opening (CSO), HT003826SC005, available at: https://sam.gov/workspace/contract/opp/cd16b90540b7407fb4de1e028cea74d4/view Consistent with the maturity and nature of the selected commercial solution and applicable law, the Government may use any applicable award authority identified in the CSO. The DxP supports mission-essential MHS Information Platform (MIP) functions by processing real-time clinical and operational data exchanged with more than 15 external systems and partners. It enables secure, standards-based interoperability among DHA, the Department of Veterans Affairs (VA), and other Federal healthcare partners in support of military health readiness and patient-care delivery. The Government seeks commercial solutions that sustain reliable, secure, and continuously available legacy services while modernizing the platform toward scalable, cloud-native, API-driven, standards-based, and AI/ML-ready capabilities. Solutions may be commercially available or capable of configuration, integration, testing, demonstration, or modification to meet Government objectives. Responses will inform the Government’s assessment of solution maturity, technical feasibility, commercial viability, and potential acquisition pathways. Proprietary Information and Non-Government Advisors Respondents may submit proprietary information. Respondents are responsible for adequately marking all proprietary, restricted, or competition-sensitive information contained in their submissions. Marked information will be protected from disclosure outside Government personnel unless the respondent grants permission for Government support contractors to review the material. Notice of Intent to Sole Source – FS2 Bridge Contract Under the authority of RFO 6.103-1(c)(2), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Leidos for the Foundation Sustainment Services (FS2) bridge contract. Purpose: The purpose of this bridge contract is to support the FS2 program through April 2028. The IDIQ will allow for the continuation of services for each Task Order under the current FS2 contract, until a follow-on competitive IDIQ can be awarded. Scope: The FS2 bridge contract will continue the existing integration, software maintenance, operations support, and limited development activities necessary to sustain current mission capabilities supporting the Source Directorate and its mission partners. These services support the established set of operational and modernized capabilities already implemented in support of the mission. Mapping, Charting, & Geodesy (MC&G) capabilities and services supported under the bridge include the mission areas of Aeronautical, Maritime, Topographic, Geopolitical Geography (including Human Geography, Political Geography, and Names, Places and Boundaries), Elevation, Geodesy (including Global Positioning System (GPS), Soils, Surveys, and Gravity), and Controlled Imagery. FS2 bridge contract will be established as a cost-plus fixed fee (CPFF), cost reimbursement (CR) and time and materials (TM) with a 12-month base period. The anticipated ordering period is April 2027- April 2028. NGA intends to award in accordance with RFO 6.103-1(c)(2) “Only one responsible source and no other supplies or services will satisfy agency requirements”. The Government has an immediate need to continue FS2 services without interruption while NGA completes revisions to the delayed FS3i follow-on acquisition. The incumbent is the only responsible source capable of maintaining uninterrupted performance of the full FS2 scope within the time required. This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. Interested parties may submit capabilities information. However, it would be more useful to the government to hold off until the follow-on FS3i notice is published. NGA intends to finalize FS3i’s acquisition strategy and solicit in Q1 of FY27. This FS2 bridge contract is only intended to continue services until the FS3i acquisition is awarded. | Pre-Solicitation | 541511 | No Set-Aside | 09/24/2026 | 10/25/2026 | - | |

The laboratory processes thousands of diagnostic tests daily across multiple disciplines including hematology, coagulation, chemistry, immunology, and blood banking. These critical laboratory services directly support patient diagnosis, treatment decisions, and ongoing care for service members, retirees, and their dependents. WRNMMC clinical laboratory requires a secure, reliable middleware solution to integrate multiple laboratory analyzers with the Military Health System Genesis (MHS Genesis) Laboratory Information System (LIS). These analyzers include hematology instruments, coagulation analyzers, chemistry platforms, immunoassay systems, and blood bank equipment located at the WRNMMC Clinical Laboratory in Bethesda, Maryland. The laboratory is required to maintain continuous operations 24 hours per day, 7 days per week to support emergency, inpatient, and outpatient testing needs. Additionally, the laboratory must maintain compliance with Clinical Laboratory Improvement Amendments (CLIA) regulations, College of American Pathologists (CAP) accreditation standards, and Department of Defense quality management requirements, which mandate ongoing test proficiency, method validation, quality control monitoring, and data integrity verification. Without an effective middleware solution, the laboratory faces significant operational challenges including manual data entry errors that compromise patient safety, workflow inefficiencies that delay critical test results, inability to perform automated result validation and quality control monitoring, and potential regulatory compliance failures. The middleware serves as the essential integration layer enabling bidirectional communication between laboratory instruments and the LIS, supporting automated order downloading, result transmission, quality control management, and comprehensive data analytics. This capability is critical to maintaining the laboratory's mission of providing accurate, timely diagnostic testing that supports clinical decision-making and ensures optimal patient outcomes for the military healthcare community served by WRNMMC. 4.0 Coordination Requirement: 4.1.1.
