The contractor will perform Public Accountant Contract Audits (PACA) in accordance with Government Auditing Standards (GAGAS) and Air Force instructions. The primary objectives are to ensure financial integrity, statutory compliance, and operational efficiency across critical morale, welfare, and recreation (MWR) activities supporting Airmen, Guardians, and their families globally. The program areas of focus include, but are not limited to: AFSVC Shared Service Center (SSC): Comprehensive financial statement and compliance auditing. Air Force Venture Gaming Program: Financial and operational auditing of gaming systems, to include potential overseas locations. Air Force Cadet Dining: Specialized operational and financial compliance audits. Commander's Special Interest Audits: Targeted, ad-hoc audits ordered at the discretion of leadership. 4. Locations of Performance See separate attachment 'Installation Listing - Special Audits.xls'. 5. INDUSTRY FEEDBACK AND CAPABILITY QUESTIONS To help the Air Force Services Center refine its solicitation and evaluate industry capability, interested vendors are requested to respond to the following questions: 1. Corporate Capability & Special Audit Execution Question 1a: Describe your firm's experience in performing financial statement audits for Government Nonappropriated Fund Instrumentalities (NAFIs) or similar dual-funded public entities. Question 1b: What experience does your firm have in executing audits under Government Auditing Standards (GAGAS) (Yellow Book), particularly regarding the integration of financial and compliance audits? Question 1c: Given the potential requirement for "Commander's Special Interest Audits," describe your capacity to mobilize audit teams on short notice (e.g., within 15–30 days) to address ad-hoc, high-priority inquiries. 2. Geographically Dispersed & Virtual Auditing Question 2a: Describe your proposed approach to executing comprehensive audits remotely while maintaining secure data controls. How does your firm minimize the need for on-site physical presence while ensuring complete verification of records? Question 2b: The Air Force Venture Gaming Program operates at several overseas locations. Describe your firm’s capability to conduct international audit procedures, including any potential travel logistics or remote verification methodologies for overseas operations. 3. Technology Systems & Secure Data Repositories Question 3a: The contractor will be required to utilize a secure, DoD-compliant file repository to transmit, store, and review sensitive financial data. Describe your firm’s experience in utilizing government-provided secure portals (e.g., DoD SAFE, secure SharePoint) or hosting NIST SP 800-171 compliant environments. Question 3b: AFSVC utilizes specific Point-of-Sale (POS) and shared services database systems. What experience does your audit team have in extracting, normalizing, and auditing large transaction-level datasets directly from enterprise-level ERP or POS systems without manual entry errors? 4. Contract Structure, Workload, & Risk Question 4a: Initial task orders may require dual-year financial audits (e.g., covering both FY24 and FY25 concurrently). Does your firm foresee any resource or independence constraints with executing dual-year audits under a single task order? Question 4b: Travel costs are excluded from the firm-fixed-price labor rates and will be reimbursed separately at actual cost (subject to Joint Travel Regulations). Do you find this structure clear and commercially feasible? Question 4c: What additional historical workload metrics or system information (e.g., transactional volume, prior year audit reports) would your firm require to provide an accurate, competitive firm-fixed-price proposal? | Market Research | 541211 | No Set-Aside | 10/20/2026 | 10/27/2026 | 0, TX

AMENDMENT 1: Open - 2501- Construction Cost and Schedule (Open) (Added 9/16/2025) The Government seeks an innovative solution to improve project outcomes by combining benchmarking with forward-looking market intelligence. The innovative solution shall emphasize optimizing total cost of ownership, differentiating discretionary versus mandatory requirements, and iterative investigation across all levels of a project, from macro design to micro equipment selection. The innovative solution shall incorporate data-driven insights to be framed by including a project delivery navigator that integrates structured and unstructured data, and the importance of considering external factors like commodity prices, local labor dynamics, and Engineering, Procurement and Construction (EPC) market intelligence to predict and improve project performance, ultimately advocating for aggressive design challenges and industrialized production processes to achieve successful project delivery. INITIAL POSTING: Description The purpose of this CSO is to allow for competitive selection of innovative commercial items, technologies, and services to obtain solutions or new capabilities that fulfill requirements, close capability gaps, or provide potential technological advancements in meeting the AFIMSC’s Areas of Interest (AoI). The Air Force Installation and Mission Support Center (AFIMSC) is a vital engine for fostering innovation throughout the Air Force. It functions as a dynamic community, bringing together a diverse group of individuals from active duty, Air National Guard, Air Force Reserve, civilian service, and contractor roles. This broad mix of backgrounds and experiences is crucial for generating creative solutions the Air Force needs to meet evolving challenges. AFIMSC acts as a central connector, linking Airmen with the resources necessary to transform innovative ideas into reality. This includes securing funding for promising projects, forging connections with industry experts and companies who offer specialized knowledge and technologies, and providing expert guidance and mentorship to navigate the often complex path of development and implementation. A core element of AFIMSC's strategy is cultivating and facilitating agile engagements fostering collaboration with entities outside the traditional military structure. They embrace the principles of open innovation, understanding that valuable solutions can emerge from diverse sources. AFIMSC actively bridges the gap between the Air Force and the wider innovation ecosystem, engaging with established companies, startups, universities, research institutions, and even non-traditional contributors who may not have previously worked with the military. This "bottom-up" approach empowers Airmen at all levels to identify challenges and propose solutions, ensuring that innovation is driven from the ground up. Solutions presented gain valuable visibility within the Air Force and other government entities, potentially informing future contract solicitations, grants, and agreements. Successful solutions may be selected for prototyping, testing, demonstration, and eventual deployment. Ultimately, AFIMSC contributes to the growth and development of the non-traditional military business ecosystem, strengthening relationships between the Air Force and the private sector and driving the development of innovative solutions to critical Air Force challenges. In essence, AFIMSC is adriving force, helping the Air Force embrace innovation and adapt to a rapidly changing world. This CSO will utilize a solicitation process authorized by DFARS Subpart 212-70. Under this CSO, the Air Force will be allowed to competitively procure innovativecommercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures or awards made with Other Transactions (OTs) under 10 USC 4022. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO Air Force contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or othersubject matter experts. | Combined Synopsis | 541000 | No Set-Aside | 09/29/2026 | 08/29/2030 | -
