Notice to Sole Source Defense Enclave Services (DES) indefinite delivery/indefinite quantity (ID/IQ) The DES ID/IQ contract is the enabling contract vehicle for DISA’s consolidation of Common Use Information Technology (IT) and services for the Non-classified Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Router Network (SIPRNet) domains for the Department of Defense’s Fourth Estate (DoD 4th Estate) agencies. This centralization effort was directed by Deputy Secretary of Defense (DEPSECDEF) memorandum, dated 15 August 2019, entitled “Fourth Estate Network Optimization Execution Guidance”, in which the DEPSECDEF granted DISA the authority to direct the transition of each Defense Agency and Field Activities (DAFA) from disparate, legacy Common Use IT services and assets into a single service provider (SSP) environment. DISA’s Common Use IT network is known as Department of Defense (DoD) Network (DoDNet). Design, planning, and execution of migrations from legacy IT networks to the DoDNet occurs exclusively under the DES ID/IQ contract. Expanding upon the Fourth Estate Network Optimization initiative, the Department of War (DoW) Chief Information Officer (CIO) issued a memorandum, dated 22 May 2026, (CIO000196-36), titled “Combatant Command (CCMD) Network Optimization Execution Guidance,” attached hereto, which provides, “DISA will execute migrations for all unclassified (NIPR) and classified (SIPR) Common Use Information Technology (IT) across Fiscal Years (FY) 2027 through 2028.” Based on the short timeframe to complete migrations of CCMDs to DoDNet by the end of FY2028, the DES ID/IQ is the only viable contracting alternative. Upon completion of migration, the preponderance of operations and sustainment activities will be transitioned to the Government. | Sole Source / J&A | 541512 | No Set-Aside | 09/28/2026 | Open | 0, MD
**16 October 2026 - Amendment 1 - The purpose of this amendment is to: 1. Update the Call for Solutions document. Updates are highlighted in yellow. 2. Provide Government responses to industry questions. 3. Extend the solution brief submission deadline. The solicitation closing date is hereby extended from 20 October 2026 at 10:00 AM ET to 23 October 2026 at 10:00 AM ET. Please see the Attachments section documents titled "Attachment 1 - CFS HQDA-G-4_26_01 Sizing Technology Pilot R1 101626" and "Attachment 2 - CFS_Sizing Technology Pilot_QandA 101626" for updates.** Sizing Technology Pilot This Call for Solutions (CFS) is issued under the Army Open Solicitation (AOS) W9128Z-25-S-A002. The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the Headquarters Department of the Army (HQDA), G-4, is seeking innovative solutions capable of accurately capturing both body and foot measurements using automated, non-contact methods and translating those measurements into recommended standard Army uniform and footwear sizes. The Army faces a significant challenge in accurately and efficiently outfitting personnel throughout their careers. The current reliance on manual tape measurements at accession points creates logistical bottlenecks, high rates of uniform/boot returns, and provides no mechanism for capturing changes to a Soldier's sizing data over time. The objective of this CFS is to identify and evaluate mature commercial technologies for a Sizing Technology Pilot. The Call for Solutions document titled “Attachment 1 - CFS HQDA-G-4_26_01 Sizing Technology Pilot” outlining the full problem statement, required and desired solution attributes, submission requirements, and evaluation phases/criteria, can be found in the "Attachments" section below. The deadline to submit questions for this CFS is 13 October 2026 at 10:00 AM ET. All questions must be submitted via email to the POCs listed in this notice with the following subject line: "CFS HQDA-G-4_26_01 Sizing Technology Pilot" The Army Open Solicitation (AOS) that this Call for Solutions is associated with can be found at the following link: https://sam.gov/opp/f192de32276644418358784eb8427ee2/view Please review the AOS posting and associated attachments, in addition to the attachments to this Call for further information on how the AOS is structured. | Solicitation | 541512 | No Set-Aside | 10/16/2026 | 10/23/2026 | -
