Description
REQUEST FOR INFORMATION - USA STORAGE 3.0
NOTE: An RFI for this requirement was issued on GSA as well. If you are a GSA schedule holder, please respond to the RFI issued on GSA.
The purpose of this RFI is to conduct market research to identify commercial capabilities and solution approaches that may support a future acquisition for enterprise Storage as a Service, referred to as USAStorage 3.0.
The EOUSA supporting United States Attorneys’ Offices (USAOs) nationwide requires a modernized, scalable, and secure enterprise storage solution to support evidentiary and mission data. Existing storage capabilities must evolve to address continued data growth, multi-location access requirements, continuity of operations, and enhanced governance, auditability, and security. EOUSA is seeking to understand how industry solutions deployed in FedRAMP-approved Government Cloud environments can meet these needs.
The scope of this SOO encompasses enterprise-wide storage capabilities supporting approximately 15,000 users across roughly 250 office locations. The solution must support an initial data footprint of nearly 20 petabytes, with the ability to scale indefinitely for usable capacity and support the ongoing growth of the USAOs at approximately two percent month over month, historically. The solution must support access to data from multiple geographic locations, at the nearest logical location to the user, and enable continuity of operations (COOP) for remote users and COOP processes.
Response and Submission Instructions:
If your company has the potential capacity to provide the solution outlined in the SOO, please submit a capabilities statement tailored to this requirement and provide the following information on the coverpage of your capabilities statement: company name, address, point of contact (name, phone number, email address), website URL, and UEI Number.
Interested parties must complete the USA Storage 3.0 RFI Supplemental Questions attachment and submit it with your response to this RFI by April 23, 2026 at 5:00PM EST. All responses to this RFI must be emailed to Maynard Minor at Maynard.Minor@usdoj.gov.
If you have any submission issues concerning this opportunity, please contact Maynard Minor via email at Maynard.Minor@usdoj.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

10/15/2026 AMENDMENT 0001 The purpose of this solicitation amendment is to provide Amendment 0001 and all related updated solicitation attachments, which will provide responess to all questions submitted timely to the Library of Congress by interested parties and potential offerors. All other solicitation terms and conditions remain unchanged. ************************************************************************************************************************************************** The Library of Congress, hereinafter referred to as the “Library” or “LOC”,” is exploring innovative preservation methods for its digital collections. The LOC is seeking to determine the feasibility of utilizing ultra-high density optical data storage designed for the long-term preservation of a subset of the Library’s digital collections. Currently, the Library manages over 1 billion unique objects of digital preservation data (~33 petabytes) via traditional storage methods. For longevity and reduced migration intervals, it may be reasonable for this portion of data to be permanently stored on a novel medium. The focus would be on a solution that exhibits high areal density, a long lifespan, reduced maintenance/migration cycles, is immutable, and displays a high level of durability. The Library aims to demonstrate the feasibility of an innovative optical data storage solution as a high-density, scalable, and durable medium for storing its preservation collection. The Library wishes to examine the feasibility of this method on a small subset of its digital collections. To be successful, a variety of data formats—including video, audio, text, and images— must be encoded onto the media, errors must be detected/recorded, preservation techniques must be validated and select data must be recalled/read with high fidelity. This work will contribute to the boundary pushing field of high-density optical data storage while pushing the boundaries of access and preservation. The desired outcomes of this requirement are as follows: The successful writing of 1TB of the Library’s digital data in various formats (video, audio, images, text) onto a robust high-density optical media designed to outlast legacy storage solutions at a higher areal density. The determination of the accuracy of the writing process by demonstrating early-stage error detection and ultimate 100% recovery of data. The documentation of successful processes, shortcomings, error rates, timelines, potential solutions to issues, risks, trends, and technological improvements throughout the period of performance as they pertain to the media of choice. Proof of concept for the potential indefinite storage approach of the Library’s data on a novel optical storage medium. The successful recall and reading of all Library-furnished digital files that have been encoded on the media of choice. The isolation of a subset of the data will be carefully curated and stored for the purposes of an educational and artistic display. This will used for educational and display purposes for Library visitors. | Solicitation | 518210 | No Set-Aside | 10/15/2026 | 10/27/2026 | Washington, DC | |
