Description

Action was awarded sole source and not competitive.

The Sensors Directorate (AFRL/RY) continues to require access to the MATLAB family of products at the enterprise level.
This level of access is essential to continue to provide support for a wide range of AFRL, USAF, DoD, and Joint-service
programs. The MATLAB requirement cannot be fulfilled by any other source without incurring considerable delays and
duplication of costs. Therefore, sole-source authority under FAR 13.5 remains the only effective method of meeting this
requirement.

The Sensors Directorate (AFRL/RY) requires mathematical modeling and simulation software be made available to their
entire technical community--approximately 900 scientists and engineers (S&Es)--to fulfill their mission, through a
single, enterprise software license. The software must be made simultaneously available to multiple locations and
allow for minor fluctuation in user counts in any given year.
The software must also be capable of utilizing and/or modifying previously-developed models and simulation tools
created via the MATLAB family of products, created by Mathworks, which has historically been utilized by the AFRL/RY
community for this purpose. Enterprise-availability and compatibility with existing modeling and simulation libraries
allows for expanded research capacity by lowering operating costs and increasing collaboration within AFRL/RY and its
partner directorates and programs.

Headquarters (HQ) Air Mobility Command (AMC) Communications Directorate (A67A) requires the purchase of Brand Name Only Palo Alto software. Palo Alto is a virtual (software) firewall that supports EACN's 10 gigabit architecture and enhances customer connection ability. The licenses required for this requirement are Palo Alto Networks VM-Series, Next Gen Firewall (NGFW) credits for Threat Prevention and Palo Alto Networks Premium Support Program for Panorama. The BNO Palo Alto Software is required to support EACN’s security policies to maintain positive control of the network, improve security efficacy and reduce security response times. These virtual machines are needed to analyze traffic to identify users/applications and determine applicable content. Without these licenses, EACN would become significantly compromised, presenting a larger attack surface for potential cyber threats. In addition, a gap in support could cause a network interruption in communications service and security. Palo Alto is the only software certified to be used with EACN and is the industry standard. Palo Alto is an other than small business selling these licenses through authorized resellers.
