This document approves the award of a modification to a Firm Fixed Price (FFP) Task Order (TO) Under contract FA251720D0004 under the Front Range Multiple Award Construction Contract (FRMACC) Indefinite Delivery Indefinite Quantity (IDIQ). The current TO FA251725F0154 is to provide HVAC work at Building 1142 (Project TDKA 10-1128). The intended action is to modify the current TO and include roof and lighting work for B1142. The justification is to award a modification to aforementioned on-going TO as it is in the interest of efficiency and economy. It is economically sound due to heavy equipment rentals/laborers/etc. that are already scheduled to be on site, alleviating additional mobilization and demobilization costs for a potentially different contractor if competed and awarded other than sole-source. This new requirement for roof replacement, lighting replacement, and interior finishes repair directly overlaps with ongoing work in the facility being performed by the current contractor. The Contractor is familiar with the facility, is in direct control of the construction schedule of HVAC replacement scope already awarded, and can execute the additional scope identified at a lower cost and shorter timeframe than other FRMACC contractors due to the efficiency of de-conflicting overlapping scopes. Positive impacts include assurance of proper sequencing of integrated work to avoid duplication of efforts and costs, elimination of warranty conflicts between contracts, and reduction of mission impact to execute consolidated scope in tandem in lieu of extended, multiple efforts displacing the mission owner on multiple occasions. Examples of overlapping scope with potential for duplicated costs and time include rooftop unit and associated curb placement/detailing on roof, roof-mounted utilities impacted by roof replacement, lighting and interior HVAC rework in tandem with ceiling replacement. Additionally, the roof conditions of this facility are in severe need of repair to mitigate ongoing mission impact in the facility, and are essential to be executed with urgency and without delay related to current awarded HVAC replacement work. This modification was executed by the 21st Contracting Squadron, located at 135 Dover St, Bldg 350, Suite 2225, Peterson Space Force Base, CO 80914. Olgoonik Enterprises, LLC (CAGE: 819A4) received the awarded modification for new work in the amount of $1,355,810.00. The modification was executed on 09/25/2026. Please submit all questions/concerns to the Contracting Officer at frederick.chartrand@spaceforce.mil.

SUBJECT: — Robins Agile Practices for Infrastructure Development (RAPID) Umbrella Program Notice (10 U.S.C. § 2808a Other Transaction Authority) 1. BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 78th Civil Engineer Group (78 CEG) at Robins Air Force Base (AFB), Georgia, is publishing this Umbrella Program Notice to announce the establishment of the Robins Agile Practices for Infrastructure Development (RAPID) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. § 2808a, RAPID seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience. 2. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the RAPID Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs. The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery. ELIGIBILITY & PARTICIPATION The RAPID framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. § 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate. 4. ACTION REQUIRED FOR INTERESTED VENDORS Interested commercial builders and designers should take the following immediate steps to prepare for upcoming RAPID projects: Monitor This Posting: Bookmark this SAM.gov notice. All project-specific AOIs will be posted as amendments or linked notices here. Register on SAM.gov: Ensure your company has an active, completely free registration and Unique Entity ID (UEI) on SAM.gov. Form Teaming Alliances: Begin networking with regional design firms, general contractors, and trade subcontractors to build integrated design-build consortia capable of executing rapid, commercial-style projects.
