The information provided in response to this RFI will be used to assess the marketplace and inform a potential future acquisition. This is not a solicitation for proposals, a request for quotations, or an invitation for bids. The Government will not award a contract based on this RFI, nor will it reimburse any costs associated with preparing or submitting a response. 2.0 Background Base Communications requires a portable and versatile test solution for the installation, maintenance, and troubleshooting of fiber optic networks. The system must be modular to adapt to various testing requirements and rugged enough for field use. 3.0 Salient Characteristics Interested vendors must be able to provide a solution that meets the following minimum technical requirements: The system must be comprised of a modular mainframe and two (2) separate optical test modules as specified below. The mainframe must be battery-powered and provide a minimum of four (4) slots for test modules. The mainframe must have a minimum of 128 GB of internal flash memory. The mainframe must not contain any integrated Wi-Fi, Bluetooth, or other RF-transmitting hardware. The system must include one (1) quad-wavelength OTDR module capable of testing at 850/1300 nm and 1310/1550 nm. The OTDR module must feature an intelligent link mapping capability that automatically interprets the fiber link and presents it as a simplified, icon-based schematic view with a pass/fail diagnosis for each detected event (e.g., splices, connectors). The system must include one (1) optical test module capable of measuring both Chromatic Dispersion (CD) and Polarization Mode Dispersion (PMD). All optical test ports on all included modules must feature a modular interface allowing for tool-free swapping of connector adapters. The system must be delivered with a fiber optic loopback mirror with a UPC polish connector. The complete system, including the mainframe and all modules, must be delivered in a single, hard-sided transit case. 4.0 Submission Instructions Interested parties are requested to submit a response electronically to Jeff Weeks at jeffrey.weeks.5@spaceforce.mil and Scott Yeaple at scott.yeaple@spaceforce.mil no later than 12 December 2026, 3:00 PM PST. Please ensure the subject line of your email reads: "Response to RFI FA461026SS0001 – Modular Fiber Optic Test Platform." Your response should include: Company Name and Address. Point of Contact (Name, Title, Email, and Phone Number). CAGE Code and UEI Number. Business Size (e.g., Small Business). A brief statement of capability (not to exceed 5 pages) detailing your ability to meet the salient characteristics listed in Section 3.0. Please include any relevant product datasheets. Please ensure the subject line of your email reads: "Response to RFI FA461026SS0001 – Modular Fiber Optic Test Platform." 5.0 Disclaimer This RFI does not constitute a commitment, implied or otherwise, that a procurement action will follow. All information received will be treated as public knowledge and will not be considered proprietary unless marked as such. Description Naval Air Warfare Center Weapons Division is conducting market research to identify capable sources for an integrated radio-frequency (RF) test-equipment capability supporting aircraft electronic-warfare system integration and test. The Government requires a complete solution capable of: Importing, storing, processing, streaming, and playing back the Government’s existing I/Q data files; Recording and Generating RF signals from applicable I/Q data while preserving required data integrity and signal fidelity; Interfacing between the I/Q recorder, RF signal generator, and the Government’s existing signal and spectrum analyzer test architecture; and Providing all required hardware, software licenses, interfaces, cables, installation, integration, and support necessary for an operational configuration. The Government’s existing test architecture includes an R&S FSW67 signal and spectrum analyzer requiring a digital-I/Q streaming-interface upgrade. The anticipated solution must support interoperability between the existing analyzer, the I/Q recorder, and the RF signal-generator configuration. The Government possesses an existing library of R&S-format I/Q data files that must be usable within the required test architecture. Proposed solutions must identify any conversion, translation, preprocessing, or additional hardware/software necessary to use the Government’s existing files. Any proposed data conversion must preserve the required data integrity, metadata, timing, sample rate, bandwidth, phase coherence, and signal fidelity. The Government is seeking information to determine whether sources other than the original equipment manufacturer can provide a complete solution meeting the Government’s minimum requirements. This notice is issued for market-research purposes only and does not constitute a solicitation, request for proposal, request for quotation, or commitment by the Government to award a contract. Minimum Performance Information Interested sources shall address their ability to meet the following Government requirements: Compatibility with the Government’s applicable R&S-format I/Q data files; I/Q import, storage, processing, streaming, and playback capability; RF signal-generation capability using applicable I/Q data; Compatibility with the Government’s existing R&S FSW67 analyzer configuration and required digital-I/Q streaming interface; Required RF frequency range: 100kHz to 20GHz Required instantaneous bandwidth: 1GHz with 12 bits I/Q and 512MHz with 16 bits I/Q Required I/Q sample rate and data throughput: 1200Msamples/s Required storage capacity: 15 TB Required modulation, pulse, waveform, and output-performance functions: Amplitude, Frequency, Phase, Pulse and I/Q modulations. Maximum RF output power levels greater than or equal to 20dBm across the frequency range. Required RF, Ethernet, digital-I/Q, and other interfaces: 10 Gigabit Ethernet, 40 Gigabit Ethernet and USB 3.0 Delivery, installation, integration, training, calibration, warranty, and sustainment-support requirements; and End-to-end Government acceptance testing using representative Government-furnished I/Q data. Requested Capability Statement Content Interested sources shall submit a capability statement containing: Company name, address, UEI, CAGE code, business size/status, and point of contact; Identification of the source as the OEM, an authorized distributor, authorized reseller, or other provider; A description of the proposed end-to-end technical solution; Identification of all proposed hardware, software, licenses, adapters, interfaces, cables, and ancillary services; Technical evidence demonstrating compatibility with the Government’s existing I/Q data files and test architecture; Identification of any file conversion or preprocessing required and its effect on data integrity and signal fidelity; A description of compatibility with the existing R&S FSW67 configuration and the required digital-I/Q streaming capability; Evidence of prior successful performance of comparable I/Q recording, processing, streaming, playback, and RF signal-generation capabilities; Estimated delivery lead time and a description of installation, integration, training, calibration, warranty, and sustainment support; and A statement whether the source can provide the complete requirement as described in this notice.
