This is a sources sought synopsis announcement; a market survey for information only. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of potentially qualified sources; please do not request a copy of a solicitation, as one does not exist at this time. An industry day is not required for this sources sought. This sources sought is attempting to seek small businesses capable of meeting the requirement. Estimated Scope of Work: The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for maintaining and repairing existing paved and unpaved structures and constructing new paved and unpaved structures, including but not limited to paved and unpaved roadways, bridges, sidewalks, parking areas, motor pools, airfields, and runways to include subsequent services and typical features that promote safe and efficient transportation (trails, ditches, curbs and gutters, traffic signals, traffic signs, street lights, and drainage features). Projects may include landscaping, electrical, and drainage work. The 50th Contracting Squadron at Schriever SFB in Colorado Springs, CO seeks potential sources capable of providing: 1. Current Status: What is your current business size and socio-economic status (e.g., 8(a), HUBZone, SDVOSB, WOSB, Small Business, or Large Business) under the current $45M monetary size standard? b. Proposed Status: Please note that the proposed rule on Small Business Size Standards may change this NAICS code’s standard from $45M to 700 employees (potentially increasing the number of eligible small businesses). What would your business size status be if this proposed rule is fully implemented? 3. Bonding Capacity: What is your current single-project bonding limit and aggregate bonding capacity? 4. ADB & PDB Familiarity: Are you familiar with, willing, and capable of operating under a Progressive Design Build (PDB) contract structure? PDB reduces execution risk by selecting a partner based on qualifications to co-develop the design and negotiate a Guaranteed Maximum Price, offering a built-in "off-ramp" to compete the build separately if a fair price is not met. 6. Commercial: Do you believe the requirements described in the Estimated Scope of Work are custom-tailored to the government and should be considered non-commercial, or are they consistent with services regularly offered in the commercial marketplace? 7. Pre-Priced Work: What type of work (labor, materials, etc) would you see fit to pre-priced at the IDIQ level? Would the location (state, county, installation) impact this decision? Does pre-priced IDIQ work align with commercial industry standards? 8. Industry Feedback: Do you have any comments, questions, or recommendations? | Market Research | 237310 | Total Small Business Set-Aside | 10/20/2026 | 11/20/2026 | Colorado Springs, CO | |
