CLARIFICATION REGARDING AUTHORIZED DISTRIBUTOR LETTERS The Government has received questions regarding the requirement to provide "authorized distributor letters" under Section F of the Sources Sought. The Government clarifies the following: Authorized distributor letters are only required for respondents whose proposed solutions include physical hardware, IT equipment, or commercial software licenses. Respondents proposing purely professional services, customized solutions, or approaches that do not involve non-manufactured items, commercial software, or hardware are not required to submit these letters. The omission of authorized distributor letters by services-only respondents will have no impact on the evaluation of capability or the compliance of the submission. All other instructions and the response deadline of 08 October 2026 remain unchanged. Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. PLEASE SEE ADDITIONAL ATTACHMENTS FOR FURTHER DETAILS AND VENDOR CAPABILITY QUESTIONS Program Details: The MABSM application is a highly customized, mission-critical Commercial Off-The-Shelf (COTS) Enterprise Resource Planning (ERP) and Maintenance, Repair, and Overhaul (MRO) system. Originally built on a baseline commercial Impresa MRO/ERP software foundation, the system has undergone extensive, continuous customization over the past 24 years. To date, the MABSM baseline includes over 242,000 custom code changes, program specifications, testing criteria, and complex interface logic. These modifications enable real-time communication with 17 legacy Department of Defense (DoD) systems. This highly specialized, proprietary configuration of the COTS software bears little structural resemblance to its commercial progenitor and operates as a unique hybrid system. MABSM operates and is sustained within the Department of the Air Force's Cloud 1 enterprise cloud environment, leveraging DoD Impact Level 4/5 (IL4/IL5) secure cloud infrastructure. Sourcing specialized contractors who can operate seamlessly within Cloud 1's DevSecOps frameworks, managed services, and security boundaries is crucial to system stability. MABSM dictates the real-time tracking of critical assets, including aircraft parts, financial transactions, and Nuclear Weapons-Related Material (NWRM) items. Due to the high-tempo depot environments in which it is deployed, the system requires a performance baseline exceeding 95% system uptime and near-zero code degradation. Furthermore, national security mandates dictate 100% real-time accountability of NWRM items within any given 24-hour period. Instructions: The Government requests interested parties provide the following information (please limit your response to no more than 10 pages): Company Name and Commercial and Government Entity (CAGE) Code. Name, phone number, and email address for point of contact(s). The applicable NAICS Code for this acquisition is _______. Based on this NAICS Code, what is your size status? ______ Small Business ______ Small Disadvantaged ______ Women-Owned ______ Veteran-Owned ______ Service-Disabled Veteran Owned ______ Hub-Zone ______ 8(a) ______ Large Business Are you currently registered in SAM.gov and WAWF? The NAICS Code selected for this potential requirement is 541513 or 541519, which has a size standard of $37M or $24M. If you disagree that 541513 or 541519 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request. The due date for the market survey will remain at 08 October 2026. This date will not be extended. Provide any authorized distributor letters as necessary for non-manufactured items that state you are authorized distributors for Hill AFB, Utah. You are encouraged to provide any documentation to support your business’s capability in meeting the requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your business’s capabilities to supply MABSM Sustainment and Implementation services. Questions related to this market survey should be addressed to the contact provided below. The question must contain a phone number and email address for responses. Please provide all responses to this survey – to include any questions or comments you might have – to the requiring activity no later than 08 October 2026 to the attention to Hannah Rearick via email: hannah.rearick@us.af.mil or to Nate Littlewood via email: nathanial.littlewood@us.af.mil.
