Description

For the purposes of this Request for Information (RFI), this requirement is temporarily designated as 'ASTROS II.' The Government advises interested parties to track this requirement via the SAM.gov Notice ID, as the official program name is subject to change prior to the issuance of a formal solicitation.

AFRL/RQ-West is conducting market research to provide follow-on capability to evaluate, design, construct, reconfigure, modify experimental research test facilities and systems, perform research and development test operations and test operation support, maintain special test equipment and support infrastructure as required.

The tasks associated with this requirement, also captured in paragraph 4 of the attached Draft PWS, demand specialized knowledge of all aspects of rocket propulsion testing. The scale of testing ranges from small bench-scale liquid engine components and tactical motors to launch booster-class engines and strategic rocket motors. Practical knowledge regarding all intermediate devices including combined cycle designs, spacecraft propulsion, and space and missile propulsion system component testing will also be required. These tasks require a holistic working knowledge of the systems to ensure successful design, buildup, test and data collection of integrated advanced propulsion systems and their associated facilities to include, but not limited to steam and mechanical-driven altitude facilities, thrust measurement systems, instrumentation and control systems, facility deluge and fire retardation systems, special test equipment, additional support infrastructure other than real property, and real property as approved by Edward's AFB Civil Engineering. The contractor shall design, build, modify, activate, operate, and deactivate fuel and oxidizer propellant systems for toxic, storable, hypergolic, cryogenic, high pressure, explosives, and hydrocarbon propellant system assets. In addition, the contractor shall handle, transport and store these propellants and explosives.

NOTICE OF INTENT TO SOLE SOURCE General Information Notice Type: Special Notice Contracting Office: Space RCO Title: Notice of Intent to Sole Source - Post-delivery support of developed space and ground hardware and software. Response Date: No later than 1500 MST on 04 NOV 2026 NAICS Code: 541715 Product Service Code (PSC): DA10 Description: The Space Rapid Capabilities Office (Space RCO) intends to solicit and negotiate a contract on a sole-source basis with Systems & Technology Research, LLC, Woburn, Massachusetts under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Requirement Description: Space RCO requires post-delivery support of developed space and ground hardware and software. This effort will continue to provide systems engineering support for verification and validation of interface requirements, hardware integration and test, and on-orbit troubleshooting as the payloads are integrated onto host vehicles, tested, launched, and perform on-orbit. The instant action is to procure services to transition a prototype ground system to a full operational capability. The requirements outline a need for software development and integration expertise to enhance the existing system with a new graphical user interface (GUI), integrate mission-unique software (MUS), improve telemetry processing and data handling, and ensure the system can support long-term, 24/7 operations. The effort also requires integration with the R2C2 Acme Ground Segment, maintaining external connections, development on cloud infrastructure, and adherence to cybersecurity and systems engineering best practices. Full operational capability should be obtained within 6 months from ATP. Projected Base and Option Year CLIN Structure: CLIN 0001 (CPFF) - 2-Year Base, 3 (three) 1-Year Options. CLINs 0003, 0004 (Cost Only, No Fee) - 2-Year Base, 3 (three) 1-Year Options. CLIN 0002 (T&M) - 1-Year Base, 4 (four) 1-Year Options. Reason for Sole Source: Systems & Technology Research, LLC is the original developer of the prototype ground system. The contractor holds specialized technical expertise and existing infrastructure knowledge required to transition this system to Full Operational Capability (FOC). No other source possesses the requisite technical familiarity to meet the aggressive 6-month FOC requirement without causing unacceptable delays in fulfilling the agency's critical requirements and generating substantial duplication of costs that is not expected to be recovered through competition. Submission Details: This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. To be considered viable, any response must explicitly demonstrate the vendor's technical capability to: Achieve FOC of the specific prototype ground system within six (6) months of ATP. Perform direct, proven integration with the R2C2 Acme Ground Segment without reliance on Systems & Technology Research, LLC proprietary data. Execute the required cloud infrastructure development and 24/7 telemetry processing capabilities. (Generic marketing materials will not be evaluated.) Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Responses must be received no later than 1500 MST on 04 NOV 2026. Responses must be submitted via email to Monica Torrez at monica.torrez.1.ctr@spaceforce.mil and Mariacheska Legendre at mariacheska.legendre@spaceforce.mil.
