The Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), AFTC/PZZF, Edwards AFB, CA, hereby issues this Combined Synopsis/Solicitation and Notice of Intent to award a sole-source, Firm-Fixed-Price (FFP) purchase order. This transaction is conducted pursuant to RFO 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," as implemented by RFO FC 12.201-1, "Simplified procedures." The Government intends to award a sole-source contract exclusively to ACG Systems, Inc. (CAGE: 1FRK9; COTS Vendor/Small Business), located at 133 Defense Highway, Annapolis, MD 21401-7023. 2. REQUIREMENT DESCRIPTION: The Contracting Officer has determined that only the following original equipment manufacturer (OEM) part numbers can satisfy the agency’s critical technical requirements: - Line Item 01: [P/N: 01-P58564R002] URC-300 VHF/UHF Transceiver Assembly, COTS, O&M Manual (Qty: 1 EA) - Line Item 02: [P/N: US00240100-001] Universal Mounting Bracket System for URC-300 (Qty: 1 EA) - Line Item 03: [P/N: 30-P58549R001] DC Power Cable (Qty: 1 EA) - Line Item 04: [P/N: 85-P39217N001-C3] VHF/UHF Spring Loaded Mobile Antenna (Qty: 1 EA) - Line Item 05: [P/N: US00300049-001] Antenna Mounting Bracket, Roof Mount with Integrated Cable (Qty: 1 EA) - Line Item 06: [P/N: 50-P53272R001-C3] Speaker Microphone (Qty: 1 EA) - Line Item 07: [P/N: 01-P57870R001] Remote Control Unit (RCU) enabling CM-350 V2 dual transceiver control (Qty: 1 EA) - Line Item 08: [P/N: 60837-001] Palm Microphone for CM-300/350 (V2) Transmitter (Qty: 1 EA) - Line Item 09: [P/N: SH-40] Receiver/Transmitter Compatibility Connector (Qty: 1 EA) - Line Item 10: [P/N: 30-P58653R050] URC-300 to RCU Audio Interface Cable, 50 ft (Qty: 1 EA) - Line Item 11: [P/N: 15-P58596R002] URC-300 Battery Connector Cover (Qty: 1 EA) 3. DETERMINATION AND JUSTIFICATION: ACG Systems, Inc. is the Original Equipment Manufacturer (OEM) and maintains a strict direct-sales model with zero authorized third-party distributors or resellers for Air Force acquisitions. The required hardware represents an expansion of the existing URC-300 baseline telemetry suite integrated under previous contract FA9302-22-F-G596. This equipment is technically required to natively interface with the B-52 CERP Mobile Telemetry Van's proprietary CM-350 V2 control protocols and must satisfy mandatory military TEMPEST/EMI shielding requirements. Procurement of alternative commercial hardware is legally and economically restricted. Sourcing non-ACG hardware would render the existing subsystem entirely inoperable, resulting in a direct, severe duplication of hardware and integration labor costs. Furthermore, introducing an uncertified brand would trigger a mandatory, comprehensive TEMPEST recertification of the Mobile Telemetry Van and introduce a critical 6-to-9-month laboratory testing delay. This delay would halt telemetry flight-test support, directly threatening overall B-52 engine replacement timelines and Chief of Staff of the Air Force (CSAF) operational readiness targets. In accordance with RFO policies, this requirement cannot be satisfied through any mandatory source, including AbilityOne or UNICOR. 4. RESPONSE INSTRUCTIONS AND POINT OF CONTACT: This notice of intent does not constitute a competitive Request for Quotes (RFQ) or Request for Proposals (RFP). However, in accordance with RFO FC 12.202, any responsible source that believes it can satisfy the aforementioned requirements may submit a formal capability statement. To be considered, any prospective challenger must submit written, legally binding documentation demonstrating: A) Direct, unmodified technical compatibility with the proprietary CM-350 V2 Remote Control Unit protocols. B) Current military TEMPEST and EMI certification data for integration into 419FLTS classified shelters. C) Explicit, written authorization from the OEM (ACG Systems, Inc.) verifying reseller or distributor status. All capability statements must be submitted via email to Contract Specialist/Contracting Officer Josiah Broadway at josiah.broadway@us.af.mil no later than September 3, 2026, at 12:00 PM Pacific Standard Time (PST). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. | Combined Synopsis | 334220 | No Set-Aside | 08/31/2026 | 09/03/2028 | 0, TX | |
INTRODUCTION SOURCES SOUGHT NOTICE ONLY This Sources Sought Notice (SSN) is issued for information and market research planning purposes; it does not constitute a solicitation or a promise to issue a solicitation. The National Oceanic and Atmospheric Administration (NOAA) is not seeking proposals at this time, but strictly the information requested, herein. Requests for a solicitation or proposals sent in response to this notice will not receive a response. Furthermore, those who respond to this SSN should not anticipate feedback with regards to its submission. Not responding to this SSN does not preclude participation in any future solicitation. The information provided in this SSN is subject to change and does not bind the Government to any future obligations. All submissions become the property of the Government and will not be returned. SUMMARY OF SCOPE The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), under the Office of Low Earth Orbit (LEO) Observations and the Near Earth Orbit Network (NEON) / NOAA Antenna as a Service (NAaaS) program, is seeking industry capabilities and feedback regarding the procurement, fabrication, factory integration, testing, packaging, and sustainment of (5) receive-only satellite ground station systems for the PENGUIN Ground Stations project at McMurdo Station, Antarctica. See SOURCES SOUGHT 10-15-26 PENGUIN Ground Stations - Antenna Procurement Statement of Work FINAL for detailed scope of work information. PENGUIN Ground Station Overview Within NESDIS, the Office of Low Earth Orbit (LEO) Observations maintains long-standing partnerships that support the acquisition, transport, processing, and distribution of environmental satellite data. These partnerships include cooperation with the European Organization for the Exploitation of Meteorological Satellites under the JPSS Program and are expected to expand to support the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT) Polar System Second Generation (EPS-SG) constellation of microwave sounders. McMurdo Station, Antarctica, provides a strategic high-latitude location for polar-orbiting satellite data acquisition. At approximately 77.8 degrees south latitude, McMurdo enables frequent access to polar-orbiting satellites and supports Stored Mission Data downlink opportunities for NOAA and partner mission satellites. Additional receive-only ground station capability at McMurdo is required to maintain continuity, resiliency, and growth capability for NOAA environmental data acquisition architecture. The receive-only antenna and radome systems procured under this effort are expected to support known near-term mission needs, including EPS-Sterna L-band data acquisition at McMurdo. The Sterna L-band mission baseline includes Stored Mission Data (SMD) reception. The delivered antenna system is expected to include installed L-, S-, and X-band receive hardware capability. NOAA/NAaaS will establish S-band and X-band performance and interface specifications to support future mission requirements; these parameters are identified in the procurement technical specification.
