Sole Source for Update to Expense Voucher and Arbitration Systems

The Federal Mediation and Conciliation Service (FMCS) intends to issue a sole source firm-fixed-price contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements, i3Solutions, located at 21515 Ridgetop Circle, Suite 260, Sterling, VA 20166, to provide the development and support of an updated Expense Voucher System (EVS) and the Arbitration System. The Period of Performance for this effort will be 12 months. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within five calendar days of publication of this notice, shall be considered by the Government. All responses must be submitted to Erika Matthews, ematthews@fmcs.gov. A determination by the Government to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
