8A Competitive Set Aside - Fresno-Bakersfield Custodial/Grounds Maintenance & Related Services

The intent of this 8A Small Business Firms set aside procurement is a single IDIQ contract to provide janitorial and related services at the two locations below: 1. Robert E. Coyle Federal Building & U.S. Court House; 2500 Tulare Street, Fresno CA. 93721, and 2. 2. Bakersfield Federal Courthouse; 510 19th Street, Bakersfield CA 93301 The contractor shall provide the management, supervision, labor, equipment, and supplies necessary to provide janitorial and related services as described in the solicitation. The contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, and City laws and codes, following the most stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to Occupational Safety and Health Act (OSHA) and the National Institute of Building Sciences (NIBS). This will be a performance-based contract. The required janitorial and related services include, but are not limited to the following: interior and exterior cleaning, window washing, trash removal, recycling, pest management, exterior policing and weed control. The contract term shall be a one-year base with four, one-year options. The estimated start date is August 1, 2016. This is a competitive 8(a) set aside. The NAICS Code is 561720 with a size standard of $16.5 million. Award will be made to the responsible offeror whose proposal is evaluated as the best value to the government. The solicitation will be available o/a May 15, 2016; the actual date for receipt of proposals will be stated in the solicitation. The solicitation will be available for download through the Federal Business Opportunities (FBO) (www.fedbizopps.gov). Vendors must be registered with this website in order to download the solicitation and amendments. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. All responsible 8(a) sources may submit a technical, and price proposal, which shall be considered by the agency. In order to be considered for award, all Contractors must be registered in the Central Contractor Registration (CCR) System www.ccr.gov, and the System of Award Management (SAM). SITE VISIT Site visits and a Pre-Proposal Conference have been established as follows: Day 1 : - Pre-Proposal Conference and Site-Walk -21 April 2016 @ 10:00 A.M. Pacific Time. Meet in front of the Bakersfield Federal Courthouse; 510 19th Street, Bakersfield CA 93301 Day 2: Site Walk - 22 April 2016 @ 10:00 A.M. Pacific Time. Meet in front of the Robert E. Coyle Federal Building & U.S. Court House; 2500 Tulare Street, Fresno CA., 93721 - Please note: The site visit and Pre-Proposal Conference are NOT mandatory. Also note that ALL attendees must bring a valid driver's license or state issued photo ID - no exceptions.
